The Missouri Supreme Court declined to hear the Secretary of State's appeal of a decision that changed the ballot summary on Amendment 5 so voters will know that if they approve the plan to eliminate the income tax they'll be giving legislators the go ahead to raise sales taxes and fees in any way they see fit.
