Children and their guardians braved the wind and occasional drizzle to go from door-to-door in search of sweet treats. Residents living on Butternut Drive and Lincoln Street in Keene were all too happy to oblige, handing out candy, chocolate Pokemon cards and more.

The streets were awash with sharks, skeletons and the occasional princess and all manner of superheroes Friday night for Halloween.

The panel supported the bill, 14-11, in a partisan vote.

Republicans on the panel said the measure would protect property taxpayers, who shoulder most public school expenses in the state. Supporters said local elections generally have a very low turnout, and spending increases are typically decided by a very low percentage of the electorate.

N.H. House committee clears House Bill 675, which would cap public school spending across the Granite State.
