By Sarah Marsh and Matthias Williams BERLIN (Reuters) -German Chancellor Friedrich Merz on Thursday said Europe was prepared to fight if necessary for its core values of freedom and democracy, in an explicit riposte to the Trump administration's repeated criticisms of the European Union. Speaking at a ceremony to award European Commission President Ursula von der Leyen the Charlemagne Prize, Merz also repeated that Europe did not want an escalation in its tariff dispute with the United States that harmed both sides. He recalled a speech by U.S. Vice President JD Vance in Munich in February, in which Vance made a blistering attack on Europe, saying it faced a "threat from within" and that free speech was "in retreat". Merz's remarks come a day after the U.S. said it would impose visa bans on foreign nationals it deems to be censoring Americans, which could include officials regulating U.S. tech companies. No specific targets were named, but U.S. tech companies and the Trump administration have challenged U.S. allies in Europe, alleging censorship of social media platforms. "U.S. Vice President JD Vance confronted us with this question in his own way in Munich at the beginning of the year: What is it that we Europeans defend together? What is it that we stand for together?" Merz said. "Ladies and gentlemen, we don't have just any answer to that. We have the strongest and best answer imaginable," he said. "It is: We in Europe stand for what we – over centuries, through countless setbacks and catastrophes – what we have conceived, developed, achieved, and fought for together: namely, the conviction that freedom and democracy are worth standing up for resolutely and, if necessary, fighting to preserve them." Merz, a conservative who took office this year vowing to make the German army the strongest conventional force in Europe, said Germany would not stand on the sidelines to strengthen Europe, and hailed "a new spirit of unity" among Europeans. And while Paul said he would approve cuts proposed by the federal Department of Government Efficiency effort to curb spending, he believes the savings found there so far are insufficient. DOGE's charge to reduce the federal bureaucracy, led by billionaireElon Musk until he stepped down late May 28after Paul's visit, initially set out to slash $2 trillion. DOGE has reported coming up with closer to $160 billion in cuts. "The thing is is that we still have to look at entitlements," Paul said, referring to programs such as Medicaid and Social Security that are mandatory and make up more than half of federal spending. The budget bill House Republicans moved forward would shift a significant share of SNAP and Medicaid costs to the states. After President Obama's Affordable Care Act passed in 2010, most states expanded Medicaid as the federal government initially covered all expansion enrollees who were newly eligible for Medicaid. The federal government's share later dropped to 90% of expansion costs. To make a true dent in the national debt, Paul said he wants to see the federal portion of Medicaid costs further reduced to an even split with states. "It helps us balance our budget," Paul said. "You say, 'Well, what's the difference? Now the states have to pay.' States then have to decide to tax you, and they have decided to have (Medicaid) work requirements" and limit who gets SNAP benefits. Republican state lawmakers on May 14 sentGov. UN official says Russia isn't imminently turning on Ukraine's Zaporizhzhia nuclear plant
VIENNA (AP) — Inspectors from the U.N. nuclear watchdog haven't seen signs of Russia moving to immediately restart theZaporizhzhia nuclear power plant, an agency official said Thursday, after Greenpeace raised concerns about Moscow building power lines near the facility. The Zaporizhzhia nuclear power plant, the largest in Europe with six reactors and one of the world's 10 biggest, has been a focus of concern for the International Atomic Energy Agency and the world during the war amid fears of a potential nuclear catastrophe. The plant has been held by Russia sinceMoscow launched its full-scale invasion of Ukrainein February 2022, though it isn't producing power. The city of Zaporizhzhia, about 440 kilometers (275 miles) southeast of Kyiv, is held by Ukraine andattacks have occurred around the plantas the front line is close. The IAEA rotates staff through the facility to check the plant's safety and offer its expertise. Greenpeace sees power line construction In a report Tuesday, Greenpeace said that satellite photos showed Russia had been building "an electricity high voltage power line" in Russia-held areas of Ukraine's Donetsk and Zaporizhzhia regions. An Associated Press analysis of satellite photos from Planet Labs PBC of the same area also showed the construction of power lines and pylons. "This is some of the first hard evidence of Russian moving ahead with its dangerous and illegal plans for restarting Ukraine and Europe's largest nuclear plant at Zaporizhzhia," said Shaun Burnie, a nuclear specialist at Greenpeace Ukraine, in a statement. An IAEA official said that the agency's inspectors hadn't seen any major changes at the Zaporizhzhia plant suggesting Russia was preparing for an imminent effort to restart it, after being asked about the Greenpeace report. "What I can say is our teams continue to confirm there is no indication at the moment that there will be any active preparations for a restart of the plant now," the official said on condition of anonymity to discuss the IAEA's assessment. Russia hasn't acknowledged the power line project. Ukraine sent a note to the IAEA and its membership on Wednesday raising concerns about the power line construction. "These actions represent a blatant violation of international law and an infringement on Ukraine's sovereignty," Ukraine said in its letter. "The construction of this transmission line is a clear indication of the Russian Federation's intent to initiate an unauthorized restart of the Zaporizhzhia Nuclear Power Plant — a facility that remains the sovereign property of Ukraine." It added: "Any operation of the (plant) without explicit authorization of the Ukrainian nuclear regulator is illegal and poses a direct and unacceptable threat to nuclear safety." Zaporizhzhia remains a concern for world Russia has suggested restarting the Zaporizhzhia plant in the past. IAEA Director-General Rafael Mariano Grossi, told journalists Wednesday that the issue could be discussed on an upcoming trip he plans to make to Ukraine and possibly Russia. "We are going to be continuing our discussions with both, in particular with the Russians on this idea of (the) restart of the plant," Grossi said. "It is a matter that requires very careful consideration." Zaporizhzhia's six reactors remain fueled with uranium though they are in a so-called cold shutdown — meaning nuclear reactions have stopped. However, the plant relies on external electricity to keep its reactor cool and power other safety systems. That external power has been cut multiple times in the war, forcing the plant to rely on diesel generators on site. Further complicating potentially turning the plant back on isthe 2023 collapse of the Kakhovka Damon the Dnieper River. The plant relied on water from the river for its reservoir, forcing workers there to dig wells. "The plant lost its main source of cooling water, so the whole system cannot work as it was originally designed," the IAEA official said. "The consumption of water is orders of magnitude higher (when the plant is operating) compared to cold shutdown. We don't see any easy, quick fix for it." The Zaporizhzhia plant also has been mentioned by U.S. PresidentDonald Trumpas he's sought to reach a ceasefire deal between Russia and Ukraine. There are 28,500 U.S. troops deployed to South Korea as part of the U.S. long-term commitment to help defend Seoul from any attack from North Korea. But the U.S. is also trying to array its forces and ships optimally across the Indo-Pacific as a credible deterrent against China for any potential attack on Taiwan and other acts of aggression against allies in the region. No decision has been made on the number of troops deployed to South Korea, but any future footprint would be optimized not only to defend against Pyongyang but also to deter China, one of the officials said. The two officials spoke on condition of anonymity to discuss deliberations that have not been made public. WASHINGTON (AP) —Elon Muskis leaving his government role as a top adviser toPresident Donald Trumpafter spearheading efforts to reduce and overhaul the federal bureaucracy. His departure, announced Wednesday evening, marks the end of a turbulent chapter that included thousands of layoffs, the evisceration of government agencies and reams of litigation. Despite the upheaval, the billionaire entrepreneur struggled in the unfamiliar environment of Washington, and he accomplished far less than he hoped. He dramatically reduced his target for cutting spending — from $2 trillion to $1 trillion to $150 billion — and increasingly expressed frustration about resistance to his goals. Sometimes he clashed with other top members of Trump's administration, who chafed at the newcomer's efforts to reshape their departments, and he facedfierce political blowbackfor his efforts. Musk's role working for Trump wasalways intended to be temporary, and he had recently signaled that he would be shifting his attention back to running his businesses, such as the electric automakerTeslaand the rocket company SpaceX. But administration officials were often vague about when Musk would step back from his position spearheading the Department of Government Efficiency, known as DOGE, and he abruptly revealed that he was leaving in a post on X, his social media website. "As my scheduled time as a Special Government Employee comes to an end, I would like to thank President for the opportunity to reduce wasteful spending," he wrote. "The mission will only strengthen over time as it becomes a way of life throughout the government." A White House official, who requested anonymity to talk about the change, confirmed Musk's departure. Musk announced his decision one day after CBS releasedpart of an interviewin which he criticized the centerpiece of Trump's legislative agenda by saying he was "disappointed" by what the president calls his"big beautiful bill." The legislation includes a mix of tax cuts and enhanced immigration enforcement. Musk described it as a "massive spending bill" that increases the federal deficit and "undermines the work" of his Department of Government Efficiency, known as DOGE. "I think a bill can be big or it could be beautiful," Musk said. "But I don't know if it could be both." Trump, speaking in the Oval Office on Wednesday, defended his agenda by talking about the delicate politics involved with negotiating the legislation. "I'm not happy about certain aspects of it, but I'm thrilled by other aspects of it," he said. Trump also suggested that more changes could be made. "We're going to see what happens," he said. "It's got a way to go." Republicans recently pushed the measurethrough the Houseand are debating itin the Senate. Musk's concerns are shared by some Republican lawmakers. "I sympathize with Elon being discouraged," said Wisconsin Sen. Ron Johnson. Speaking at a Milwaukee Press Club event on Wednesday, Johnson added that he was "pretty confident" there was enough opposition "to slow this process down until the president, our leadership, gets serious" about reducing spending. He said there was no amount of pressure Trump could put on him to change his position. Speaker Mike Johnsonhas asked senators to make as few changes to the legislation as possible, saying that House Republicans reached a "very delicate balance" that could be upended with major changes. The narrowly divided House will have to vote again on final passage once the Senate alters the bill. On Wednesday, Johnson thanked Musk for his work and promised to pursue more spending cuts in the future, saying "the House is eager and ready to act on DOGE's findings." The White House is sending some proposed rescissions, a mechanism used to cancel previously authorized spending, to Capitol Hill to solidify some of DOGE's cuts. A spokesperson for the Office of Management and Budget said the package will include $1.1 billion from the Corporation of Public Broadcasting, which funds NPR and PBS, and $8.3 billion in foreign assistance. Musk occasionally seemed chastened by his experience working in government. "The federal bureaucracy situation is much worse than I realized," he told The Washington Post. "I thought there were problems, but it sure is an uphill battle trying to improve things in D.C., to say the least." He also recently said that he'llreduce his political spending, because "I think I've done enough." Musk had previously been energized by the opportunity to reshape Washington. After putting at least $250 million behind Trump's candidacy, he wore campaign hats in the White House, held his own campaign rallies, and talked about excessive spending as an existential crisis. He often tended to be effusive in his praise of Trump. "The more I've gotten to know President Trump, the more I like the guy," Musk said in February. "Frankly, I love him." Trump repaid the favor, describing Musk as "a truly great American." WhenTeslafaced declining sales, he turned the White House driveway intoa makeshift showroomto illustrate his support. It's unclear what, if any, impact that Musk's comments about the bill would have on the legislative debate, especially given his departure from the administration. During the transition period, when his influence was on the rise,he helped whip up oppositionto a spending measure as the country stood on the brink of a federal government shutdown. His latest criticism could embolden Republicans who want bigger spending cuts. Republican Utah Sen. Mike Lee reposted a Fox News story about Musk's interview while also adding his own take on the measure, saying there was "still time to fix it." "The Senate version will be more aggressive," Lee said. "It can, it must, and it will be. Or it won't pass." Only two Republicans — Reps. Warren Davidson of Ohio and Thomas Massie of Kentucky — voted against the bill when the House took up the measure last week. Davidson took note of Musk's comments on social media. "Hopefully, the Senate will succeed with the Big Beautiful Bill where the House missed the moment," he wrote. "Don't hope someone else will cut deficits someday, know it has been done this Congress." The Congressional Budget Office, in a preliminary estimate, said the tax provisions would increase federal deficits by $3.8 trillion over the decade, while thechanges to Medicaid, food stamps and other services would reduce spending by slightly more than $1 trillion over the same period. House Republican leaders say increased economic growth would allow the bill to be deficit-neutral or deficit-reducing, but outside watchdogs are skeptical.
