In the summer of 2002, a small group of individuals, along with then District I City Council Member Joe Hultquist, began to explore a way to create a sense of community among the thirteen subdivisions and provide a means to address neighborhood concerns. We are delighted to share some wonderful news.

Since 2011, the CVNA Board has sought to see the privately owned and held Butterfly Lake acreage donated to Legacy Parks and the City of Knoxville.

A year ago, we became excited because Vice-Mayor and District One representative Tommy Smith had been working with the deceased owners' family member and it seemed as though it was finally going to happen. Then in March, those plans fell through, and we had no idea what the fate of the property would be. CVNA did send the family a letter, apprising them that the lake acreage was unbuildable since it was not only a sinkhole but the watershed for the 50 contiguous acres that surrounds it.

Sometime around June 20, a For Sale sign appeared at the 106 Colonial Road property. Something I had anticipated and feared since about 2020, given the age of the property owners. So, I had reached out and talked with a couple of realtors I knew to see if they had any interest in buying the property and donating the lake acreage should it come on the market. One of these realtors happened to serve on the CVNA board. So, I sprang into action, immediately notifying Tommy Smith. Then Carol Evans of Legacy Parks came into the mix.

It was a tense couple of weeks filled with whispers, texts, and phone calls, until we learned there was a contract on the house. So, now we had to hold our breath until the closing, with Tommy texting, "If this works, this would make me happier than anything during my time on Council." I said, "For me as well."

Now that the property has closed and everything is official, we're delighted to share that our board member Mark Gibbs bought the property. The result being that the lake acreage will be donated to Legacy Parks, and neighborhood residents will have some input in preserving and enhancing this ailing watershed for the betterment of our community. Mark plans to renovate the existing house, subdivide the remainder of the property and build a new house for our neighborhood.

We thank you, Mark, for being a great neighbor and helping preserve a beloved Colonial Village landmark.

A new subdivision is being proposed for the Locust Hill property. That is the large, wooded acreage that fronts on Chapman Highway south of Stone Road between Larry Drive and East Redbud and backs up to the Urban Wilderness. This large build will require the removal of many of the trees and destroy the wildlife pathway that is actively utilized by deer, bear and bobcats and affect the Goose Creek and Baker Creek watersheds. Residents are contesting the scope of this development, which is on a steep hillside with numerous caves.

The proposal is for 7 single-family house lots on 5.43 acres within the RN-1 (Single-Family Residential Neighborhood) zoning district, and 5.07 acres of the site are within the HP (Hillside Protection Overlay) zoning district. Within the HP overlay, the maximum land disturbance area permitted is 1.97 acres.

Knoxville-Knox County Planning Commission's approval or denial of this request is final, unless the action is appealed to Knox County Chancery Court. The date of the Knox County Chancery Court appeal hearing will depend on when the appeal application is filed.

To weigh in on this process, the Knoxville-Knox County Planning Commission link for this project is attached. You may add your comments. While you may sign up to speak at the August 14 meeting, the number of speakers is usually limited and focus on those who would be directly impacted by the build.

Every August the Colonial Village Neighborhood Association invites the principal of Mooreland Heights Elementary to attend our meeting and give an update on our adopted school. We also present the principal with school supplies that you have kindly purchased and donated for the students and teachers' use. This year our meeting falls on August 14, 2025.

Tennessee's TAX FREE weekend runs from Friday, July 25 thru Sunday July 27--and is the perfect time to get more bang for your buck in purchasing school supplies.

Don't have time to shop? Monetary donations may be made to the school for miscellaneous supplies and classroom activities. Just mail a check made out to the school to:

Just a reminder... Fireworks are still illegal within the City limits. They are detrimental to wildlife and our pollinators, causing animals to abandon their young and their nests and never return. They cause trauma in those veterans who suffer from PTSD and in dogs. They also produce litter and can damage surrounding homes and yards. So please refrain from using them. Thank you.
