To let cities designate “hospitality zones” where alcohol service can stretch two hours past the norm, but only on weekends and holidays—and only where safety, transit, and night‑shift law enforcement align.

Supporters say it could boost bars, restaurants, hotel taxes—and ease late‑night crowd surges. Critics worry about more intoxicated drivers. San Diego could be watching closely: the Gaslamp, North Park, or UCSD-area neighborhoods might be first off the lot.

It started with a simple idea: give rising artists a proper stage before the rest of the world catches on. No huge sponsors, no VIP nonsense—just music, art, and a community that actually listens.

Now in its biggest year yet, NoSurf Fest returns August 23 to The Soap Factory in Barrio Logan with two stages, immersive visuals, and over 2,500 people expected. Headliners like Loods and Spaceface will close out the night, but it’s the local and emerging talent that truly set the tone.
