Historically, labels such as Flight Navigation Procedure Trainer (FNPT), Flight Training Device (FTD), or Full Flight Simulator (FFS), combined with a defined qualification level, have largely dictated what training and checking could be conducted in accordance with flight crew licensing requirements.

The FCS framework looks to reverse this philosophy.

For ATOs and operators FCS should offer significant advantages. However, increased flexibility comes with increased responsibility.

Speaking at WATS, Rocheleau highlighted the importance of industry-regulator collaboration, data-driven decision making and evidence-based approaches as the FAA reviews the NFTA's report on modernizing pilot training.

The 471-page report proposes significant changes to flight training, including:
✈️ Greater use of data and analytics
🎮 Expanded adoption of simulation and XR technologies
📋 Reduced administrative burden
🤝 More streamlined FAA oversight

NFTA CEO Lee Collins described the initiative as a "generational effort" aimed at strengthening the future of pilot training and aviation safety.

EASA’s new FSTD Capability Signature (FCS) framework signals a fundamental change in how simulation-based training will be designed, qualified and delivered.

The move from a traditional “tool-to-task” model to a “task-to-tool” approach puts training outcomes first, focusing on the simulator capabilities actually required to support specific operational tasks.

For ATOs, operators, and regulators, this creates new opportunities for flexibility, smarter use of simulation, and more targeted training—but also introduces new responsibilities around training design, justification and oversight.

With full applicability arriving in 2028, organisations that begin preparing now will be best positioned to adapt successfully.
