Nearly a month after a Henderson man was accused of leaving a dog in a tied-up trash bag, the community gathered to honor the animal's memory.

Randy Lee Katz, the dog's owner, was arrested and now faces animal cruelty charges. He has since posted bail.

Chantel Corradino, a resident of Inspirada, organized a vigil for the dog, Bailey.

"I feel like it was something we needed to do to send this sweet baby off to heaven with a proper send-off and give him the send-off he wasn't given in life," Corradino said.

Neighbors attended the event, some bringing their dogs and others with donations.

The Nevada SPCA was present, offering community support and information on volunteering, adoption, and fostering.

The city plans to honor Bailey with a bench and tree in Potenza Park.

Katz is scheduled to appear in court on December 2.

The Trump administration is facing criticism over a provision in the "Big Beautiful Bill" that could significantly impact nursing and health care in the valley.

The U.S. Department of Education has redefined nursing, excluding it from the "professional degree" category.

This change could limit funding options, such as student loans, for aspiring nurses.

Dr. Patricia Salkin, senior vice president of academic affairs at Touro University, explained that starting next July, graduate nursing students will face reduced loan limits, with a cap of $20,500 annually and a $100,000 lifetime limit, including undergraduate loans.

Dr. Salkin warned, "The potential outcome is devastating for health care in this country," adding that only those with financial means may afford graduate school, which won't represent the community needing care.

Advocates hope for revisions to the guidelines before they take effect next July.

The American Council on Aging highlights the growing need for nurses, noting that by 2030, there will be more Americans over 65 than under 15, increasing the demand for nursing care.
