The visa bond pilot program, which took effect under a rule issued during the previous administration, targets countries with high rates of visa overstays—primarily in Africa and Asia. The six-month program affects applicants for B-1/B-2 visitor visas (for business or tourism) from countries whose nationals have historically overstayed their U.S. visas at rates above 10%.

Under the policy, consular officers may require a bond of $5,000, $10,000, or $15,000, with the $15,000 maximum applying in cases deemed to present the highest overstay risks. The bond is refundable upon timely departure of the visa holder, but is forfeited if the visitor fails to leave the U.S. before their visa expires.

According to the State Department, the rule is designed to “assess the operational feasibility of issuing visa bonds as a means to reduce the number of aliens who overstay their nonimmigrant visas.” Officials also noted that the pilot program would provide data to evaluate the program’s effectiveness in addressing a persistent challenge in immigration enforcement.

Critics, however, argue that the policy places an undue financial burden on travelers from lower-income nations and could damage diplomatic relations. Immigration advocates have warned that the visa bond may discourage legitimate tourism and business travel, particularly during the global economic recovery period.

While the policy was originally set to last for six months, its continuation or expansion depends on the review of its results by the U.S. Department of Homeland Security and the Department of State.

Mass Shooting in Midtown Manhattan Office Building Kills Five

NEW YORK — July 28, 2025 — A deadly shooting at an office skyscraper in midtown Manhattan has claimed five lives—including an NYPD officer and the 27‑year‑old gunman, Shane Devon Tamura, who died from a self-inflicted gunshot wound, authorities confirmed .

The shooting unfolded shortly after 6:28 p.m. at 345 Park Avenue, a high-rise home to firms such as the NFL, Blackstone, KPMG, and Rudin Management .
