Indirect Bullying & Psychological Harassment Policy

🔹 PURPOSE OF THIS STANDARD

To protect Facebook users from indirect bullying, vague harassment, and posts that attack someone’s hardships or personal life without naming them, but clearly aiming the message at them. This behavior creates psychological pressure, encourages gossip, and harms the person who believes the post is about them.
This proposal establishes a new Community Standard that classifies indirect harassment as a violation requiring automatic enforcement.

🔹 WHAT THIS STANDARD COVERS

This proposed standard applies to posts, comments, reels, stories, and shared content that:
• Indirectly target a specific person without naming them
• Use insults, degrading language, or hostile tone
• Reference someone’s hardships, struggles, or personal life negatively
• Encourage community speculation (“Who is this about?”)
• Create psychological pressure or emotional harm
• Spread vague negativity intended to shame someone publicly
• Disrupt community health and communication norms

🔹 WHY THIS BEHAVIOR IS HARMFUL

Indirect bullying is a form of psychological harassment. It is designed to:
• Shame someone publicly
• Avoid accountability by not naming the target
• Trigger community gossip and speculation
• Cause emotional distress to the person who believes the post is about them
• Create a hostile environment without violating “direct harassment” rules
This loophole allows harmful behavior to continue unchecked.
This proposal closes that loophole.

This goes out to all the s**t-talking wannabe rappers who speak about someone’s hardships in a negative way behind their backs or on FB without naming who the post applies to.

This post is a communication study showing how indirect bullying works. Vague posts aimed at someone without naming them create psychological pressure and encourage gossip. This behavior needs to be addressed.”

🔹 PROPOSED ENFORCEMENT RULES

If a user posts indirect harassment targeting someone’s hardships or personal life without naming them:
1️⃣ AUTOMATIC TEMPORARY BAN
• No warnings
• No “accidental” excuses
• No loopholes
2️⃣ USER EXPLANATION REQUIRED WITHIN 30 DAYS
The user must explain:
• Why they made the post
• Who it was directed at
• Whether they understand the harm
• How they will avoid repeating it
3️⃣ META REVIEW OUTCOMES
After reviewing the explanation, Meta may choose:
✔ Ban Removed + Account Flagged
User regains access but is placed under temporary restrictions.
✔ Extended Restriction
If the explanation shows lack of understanding or accountability.
✔ Permanent Ban
If the user refuses to explain or clearly intended to bully.

🔹 DOCUMENTATION REQUIREMENTS

To support enforcement, Meta should automatically log:
• The post URL
• Screenshots
• The automated “This goes against our Community Standards” confirmation
• Date/time of violation
• User history of similar behavior

To protect the Facebook community from psychological harassment that hides behind vague wording and indirect shots.
To promote accountability, communication health, and safer interactions.
To close the loophole that allows indirect bullying to go unpunished.
