Federal agency cuts Narcan grant to Lexington

A $499,000 federal grant operated by the Lexington-Fayette Urban County Government that paid for Narcan supplies and the salaries of two employees who helped distribute it was terminated Tuesday by the Substance Abuse and Mental Health Services Administration (SAMSHA).

Grant funding was principally used to purchase Narcan – approximately 8,000 doses. The medication is used to reverse an opioid overdose.

Through the grant, the city provided Narcan to the Health Department, first responders, faith-based organizations, neighborhoods, mental health facilities, and others.

“Like other agencies in Fayette County, we just found out about this,” Mayor Linda Gorton said. “We are looking into it, and still assessing the impact here.”

The city received notification Tuesday evening of the immediate termination of the grant. In a letter, SAMSHA states that it may terminate a federal award “to the extent authorized by law, if an award no longer effectuates the program goals or agency priorities.”

The grant was awarded to Lexington in October 2025. Most of the funding has not been spent.

Fayette County Public Schools has provided budget and finance facts to serve as a trusted source of information. This communication reinforces the district’s commitment to accountability, transparency, and fiscal integrity.

We believe our community deserves access to clear, verified facts. By providing this level of transparency, we continue our efforts to build trust and ensure the community understands how every dollar is invested to support student achievement.

The information shared emphasizes that FCPS is operating under a balanced working budget for 2025-26. This includes key facts:
There’s no shortfall, no missing money and there were no tax rate increases.
$12.1 million was cut from district office. Campuses were unaffected.
The district maintains a contingency fund of $27 million, which is significantly above the state-mandated requirement.
Looking ahead, FCPS is proactively examining every aspect of our operations—from staffing formulas to building usage—to maximize our impact. We began collaborative work tonight, January 13, with the Board Finance & Accountability Committee (BFAC) as part of our commitment to transparent and responsible financial management.

We invite our community to explore information firsthand by visiting our Community Transparency & Accountability hub at fcps.net/transparency.

2026 LexCount seeks community volunteers

The Lex End Homelessness Continuum of Care (CoC) is seeking teams of volunteers to take part in LexCount, an annual count of the number of individuals identified as being without shelter in Lexington.

Volunteers will visit outdoor locations, conduct a count of the number of individuals and households identified to be without shelter, complete surveys with those identified, facilitate access to emergency shelters, and distribute care packages. LexCount takes place from 10 – 11:59 p.m. on Wednesday, January 28.

Teams will consist of no more than four people. LexCount volunteers should identify their own team members and captains prior to registering. Volunteer registration can be found at https://forms.gle/7ZovKXgujsnthvWT9 .

Each team is responsible for providing its own transportation - at least one driver must be identified on each team, and there must be a vehicle available for the team’s use on the evening of the count. Those volunteering to drive must be confident in their ability to do so on the evening of the count. Driver assignments are essential to the successful operation of the count. Only the team captain should submit a registration, listing the additional members.

To the greatest extent possible, the Office of Homelessness Prevention and Intervention will connect each community volunteer team to a team of experienced providers. Teams can request to be joined by a Lexington Police Department officer in the field. The Office of Homelessness Prevention and Intervention will try to facilitate these requests, based on the availability of officers. There is no guarantee that each team will have a police officer assigned. Officers will not be in vehicles with teams.

Information pertaining to training, check-in, and check-out procedures will be sent to team captains upon completion of registration. Volunteers should anticipate completing a 45-minute on-demand training webinar. Training is mandatory and must be completed in advance of the January 28 LexCount.

Thank you for your interest in volunteering for LexCount! The Lex End Homelessness Continuum of Care (CoC) seeks teams of volunteers to visit dozens of outdoor locations where persons experiencing unsheltered homelessness might be found to sleep overnight. Volunteers will conduct a count of the numb...
