In Wednesday's Journal:
LISBON — Private well testing related to the East Palestine train derailment will expand soon to all of Columbiana County, giving well users outside of the established priority zones a chance to have their water tested for free.
During a press conference Tuesday at the Columbiana County Port Authority headquarters in Lisbon, officials from the CCPA, Columbiana County Health District and Tetra Tech Inc. announced the program will launch in the coming weeks, with details about the application process to be announced soon.

LISBON — “Help me, I can’t breathe, my back hurts.”
Those were among the last words of Robert E. “Hubba” Herron before he took his last breath after being shot the night of Sept. 9 on Tenth Street in Wellsville, Columbiana County Assistant Prosecutor Tammie Riley Jones said.
They were her first words when she started to tell jurors what happened to Hubba and described the actions of Jeno L. Wall, also known as Mally, the man charged with aggravated murder for allegedly beating and shooting Hubba to death.

Columbiana High School’s fall homecoming will be held Friday when the Clippers face Southern Local. The homecoming parade will begin at 6 p.m. at the Firestone Park pool parking lot. The route will continue through the park entering the stadium at the Mirror Lake Pavilion. The introduction of the court on the field will follow the parade at 6:15 pm. The ceremonial crowning of the king and queen will take place at halftime.

LISBON — A new trial date was set for 9 a.m. Feb. 17 for Daniel C. Whitley, the man accused of shooting James Powell to death on May 15 in East Liverpool.
Whitley, 33, Wilbert Avenue, East Liverpool, appeared in the custody of Columbiana County sheriff deputies, accompanied by his hired defense attorney, Thomas Will during a status conference Monday. He’s charged with aggravated murder, murder, two firearm specifications and tampering with evidence.

LISBON — Members of the Columbiana Board of Developmental Disabilities (CCBDD) approved a number of items during their Sept. 10 board meeting, such as payment of membership fees and job description changes.
The board members approved payment in the amount of $6,950 for annual membership contribution for FY 2026 to Family and Children First Council; a $100 a week stipend for SSA-team leader; $3,510 annual cost for the purchase Parent Square, a communication software between staff and parents and $28,000 to pay annual Ohio Association of County Boards membership fee.
