FINDINGS OF FACT
1. Danny Wilks (Respondent) is a certified law enforcement officer.
2. Respondent was employed by the Logan County Sheriff's Office.
3. On January 4, 2020, Logan County Sheriff's Office received a complaint that Respondent was engaged in an extramarital affair with a female and that he was supplying the female with prescription narcotics in exchange for sexually explicit videos and pictures.
4. Logan County Sheriff's Office opened an internal investigation.
5. During his internal interview, Respondent admitted to being engaged in an
"inappropriate relationship" with the female and to supplying the female with "4 to 5 pills at a time" in exchange for her sending him "videos and pictures" containing "sexual content."
6. Respondent was terminated from the Logan County Sheriff's Office for illegal conduct," "violation of the Law Enforcement Code of Ethics," and "violation of the twenty-one standards of conduct" in the Department's policy manual.

Pine Bluff Police Officer Xavier Higgins, 25, who has been on the force since June 24, 2024, was terminated at noon today after being charged with DWI, careless and prohibitive driving and failure to obey a stop sign in connection to last night's incident at Sissy’s Log Cabin.

“First, we want to report that Higgins, who was off duty at the time but was driving his patrol unit, is OK,” said PBPD Public Information Specialist John Worthen. “He received only minor injuries. For that, we are thankful.”

At around 1:02 a.m., an alarm call was logged at Sissy’s Log Cabin at 2319 S. Camden Road. A short time later an off-duty officer made a call to the on-duty supervisor saying that a PBPD patrol unit had struck the building.

The vehicle, driven by Higgens, was buried inside the store, causing approximately $500,000 in damage. The unit was totaled.

When on-duty officers arrived at the scene, Higgins was administered a breath test. He blew .17, well above the .08 legal limit. Alcohol was found in the back seat of the vehicle.

It is estimated that Higgins was driving well over 100 miles per hour at the time of the incident. He was leaving a social event at the police lodge on Target Valley Road.

The off-duty officer who reported the incident was also at the event and was driving several minutes behind Higgins. That officer did not witness the accident.

Higgins has apologized for the incident, saying that he did not mean to create a bad image for the city.

"We do not condone this type of behavior, and we take this incident very seriously," said PBPD Chief Shirley Warrior. "Our hearts go out to Higgins, and we are thankful he is OK."

Higgins was cited on June 17, 2025, for violating the department’s pursuit policy and waa still on probation at the time of this incident.

Suspect in custody

Incident Update

On November 10, 2025, Conway Police received a phone report regarding a sexual assault that was reported to have occurred at Baptist Health, 1555 Exchange Ave.

Following the investigation, a warrant was issued for Guy Langley Peeples for R**e (Y Felony). Based on information developed during the case, the U.S. Marshals Service Eastern Arkansas Task Force is assisting in efforts to locate Peeples.

This remains an active and ongoing investigation. No further details will be released at this time.

England AR Police confirmed that an England High School assistant principal has been arrested on r**e, sexual assault, and grooming charges.

Trent Morgan is in custody and being held at the Lonoke County Detention Center pending first appearance.
