Kern County Sheriff's Office Identifies 15 Year Old Fresno Girl as Victim of Cold Case, Detectives Seek Suspect(s)

In June 1978, the remains of an unidentified female were discovered in Kern County in an Arvin vineyard, near South Wheeler Ridge Road. Without an identity for the victim, the homicide case went cold and the victim was known only as Jane Doe. Over the next 48 years, Kern County Sheriff's Office (KCSO) detectives and coroner personnel continued efforts to develop investigative leads as technology and resources advanced. Despite the efforts of KCSO, consultants, and forensic specialists, her identity remained unknown.

When the unidentified remains were recovered in 1978, DNA technology did not exist. Identification depended primarily on fingerprints, and dental records. If those methods were unsuccessful, many cases simply could not move forward, despite the best efforts of investigators. In this case, fingerprint identification was not successful, and although dental X-rays were obtained, no known antemortem dental records existed for comparison, halting the investigation.

Over the past several decades, forensic science has changed dramatically. Advances in DNA analysis, fingerprint technology, dental comparisons, and more recently, Forensic Investigative Genetic Genealogy (FIGG), have given KCSO the ability to identify individuals in ways that were unimaginable nearly 50 years ago.

In 2007, Coroner personnel discovered DNA samples had not been collected in 1978, leading to the exhumation of the remains to obtain a DNA sample. The specimen was submitted to the California Department of Justice, but without any available family reference DNA in existing databases, no match could be made, and traditional investigative avenues were exhausted. The case remained open until the later development of genetic genealogy provided a new means of identification.

Today (July 28, 2026), we are pleased to announce these efforts have resulted in Jane Doe being positively identified as 15 year old Michelle Louise Collier, of Fresno, CA. Although the investigation continues to identify a suspect, we can provide long-awaited answers to a family that has lived for.

⚠️ Beach Safety Alert: Dangerous Ocean Conditions Continue Along the California Coast

This is not an activity for visitors to attempt, even if you know how to swim. Water rescues should be left to trained professionals.
Always respect ocean conditions and follow lifeguard guidance.

Strong swells and powerful rip currents have led to numerous water rescues along the coast. Ocean conditions can change quickly, and even experienced swimmers can find themselves in dangerous situations.
If you’re heading to the beach: 🔸 Swim near a staffed lifeguard tower.
🔸 Never turn your back on the ocean.
🔸 Keep children within arm’s reach at all times.

If you are caught in a rip current:
➡️ Stay calm.
➡️ Float and conserve your energy.
➡️ Swim parallel to the shoreline until you are out of the current, then make your way back to shore.

If you are not a strong swimmer, stay out of the water.
No day at the beach is worth risking your life.

Stay alert, follow lifeguard instructions, and make safety your top priority.

Yesterday afternoon, just before 3:30 PM, Fresno Firefighters were called to the San Joaquin River bottom near Riverside Golf Course to assist an injured person.

Firefighters arrived and located an adult male who had suffered injuries after falling from a tree while reportedly attempting to rescue a pet cat. Due to the victim’s injuries and his inability to walk out of the river bottom, the Fresno Fire Department’s Urban Search and Rescue (USAR) Team was requested to assist.

Firefighters carried the injured man up from the river bottom, where he was then transported to the hospital for treatment.

Fortunately, the man’s family was with him when the accident occurred and were able to quickly call for help.

This incident serves as an important reminder for anyone hiking or participating in recreational activities in remote areas: whenever possible, travel with a buddy and make sure someone knows where you are going and when you expect to return. In an emergency, having someone who can quickly call for help and provide your location can make a significant difference.

Strong rip currents, elevated surf, and changing water conditions are creating dangerous situations, with swimmers needing to be rescued from rip currents. Officials have warned that hazardous beach conditions are affecting parts of the California coast.

If you're visiting the beach: • Keep children out of the water unless they are closely supervised. • If you are not a strong swimmer, stay out of the ocean. • Always swim near a lifeguard and pay attention to posted warning flags.

A day at the beach isn't worth risking your life. Stay safe.

Rip currents are powerful, narrow channels of water that flow away from shore. They can quickly pull even strong swimmers away from the beach.

If you're caught in a rip current: • Stay calm—don't panic. • Don't try to swim directly back to shore against the current. • Swim parallel to the shoreline until you're out of the current, then head back to shore at an angle. • If you can't escape, float or tread water and wave for help.

Always swim near a lifeguard, pay attention to warning flags, and never underestimate the power of the ocean. Your safety comes first. 🌊🏖️
