According to our investigation and the contractual obligations set forth by the state and the Social Security Administration (SSA), at least one agent within the agency must carry a valid LBSW license.
This serious breach of contract and disregard for the required qualifications is a matter of great concern for the safety and well-being of the children and families who rely on the services provided by CPS. Furthermore, it raises significant questions about the agency's compliance with federal laws and regulations, including but not limited to:
18 USC § 371 - Conspiracy to commit offense or to defraud the United States.
18 USC § 1341 - Frauds and swindles.
18 USC § 1348 - Securities and Commodities Fraud.
It is imperative that an immediate and thorough investigation be conducted into the qualifications of the agents employed by the Dept. of Human Services for the purpose of an investigaton should be determined if the angency is in complanice to its contractual obligations and federal laws. This includes verifying the credentials of all agents and ensuring that at least one agent holds a valid LBSW license as required.
Failure to address this matter promptly not only jeopardizes the integrity of the CPS program but also raises concerns about the potential misuse of Title 4E funding, which is intended to support the welfare of children and families in need. It is the duty of the SSA to ensure that federal funds are allocated and used in accordance with the law and with the best interests of the beneficiaries in mind.
Therefore, I demand that the Social Security Administration's Title 4E Funding Division initiate a formal investigation into the DCFS/CPS operating in Manitowac wis for potenial violations of federal laws. This purpose of this investigation should be to determine whether the agency is in compliane with its contractual obligations ,and misappropriation of funds. This investigation should include a comprehensive review of the qualifications and licenses held by CPS agents.
As custodians of federal funds designated for the protection and welfare of children and families, the SSA and its Title 4E Funding Division bear a fiduciary responsibility to ensure that proper laws and regulations are being followed. This responsibility is rooted in the fundamental duty to protect the rights and well-being of vulnerable individuals, particularly children.
I kindly request that you acknowledge receipt of this letter within 72 hours, and I expect a prompt and thorough response regarding the actions that will be taken to address this matter. I am prepared to cooperate fully with any inquiries related to this issue. I am furthermore requesting a full copy of said contract showing the qualifications and stipulations to be adhered to in order for Dept of Human services in Manitowac Wis to continue collecting federal funding. These agencies must be held accountable for their unlawful actions.
