RULES FOR ESTABLISHMENT OF BRANCHES
(AS APPROVED BY THE NLC 27 MAY 2019)
Please note the rule 4(f) - with regards to the quorum - was flagged for further discussion at the next NLC meeting.
1. The GOOD constitution does not make specific provision for the establishment of branches.
2. The constitution provides for the NLC to establish virtual (digital) and other structures.
3. The constitution also provides that the NLC may amend the constitution.
*4. ESTABLISHING BRANCHES*
a. The NMC recommends to the NLC that branches be established in each ward in the country.
b. A branch is established when there are at least 50 members in a ward and with each of the voting districts in the ward having at least 5 members amongst the 50.
c. Once a ward has 50 members, of which there are st least 5 from each voting district in the ward, then a branch inaugural general meeting shall be convened.
d. Members will be members of the branch in the ward in which they reside.
e. The National Organiser, or one of the Deputy National Organisers, shall have the authority to convene an inaugural general meeting of the branch.
f. At the general meeting a quorum shall consist of at least 26 members present.
g. The inaugural general meeting of the branch will elect a branch executive made up of the following:
i. Chairperson
ii. Secretary
iii. Branch Organiser
iv. Treasurer
v. 3 additional members
h. The presiding officer for the inaugural general meeting shall be a member of the NLC authorised, in writing by the National Organiser or a Deputy National Organiser, to preside over the proceedings.
i. The presiding officer will:
i. Verify that the members in attendance are registered members of GOOD;
ii. That a quorum is achieved.
iii. That nominations, from the floor, for each of the 7 branch executive positions are recorded;
iv. That the members present vote in free and fair electoral process to elect their branch executive.
j. The branch executive positions will be elected based on a simple majority of the votes cast st the inaugural general meeting.
