Technical officers within the Ministry of Education have decided to cease using their personal phones for work due to prolonged delays in addressing their remuneration concerns, particularly regarding a telephone allowance.

Anthony Spencer, the education officer responsible for natural sciences, said that the decision followed a meeting on Monday to discuss their options for having their grievances heard and resolved.

"At this point, I'd just like to say that the technical officers within the Ministry of Education have been trying to get a system in place so that our complete remuneration package is looked at, and that has taken a while," Spencer said. “It's been a long time since we've been trying to get that organized."

Following the meeting, the officers held discussions with the Director of Education, which led to a follow-up meeting on Tuesday that included the Permanent Secretary in the Ministry of Education.

Antigua and Barbuda’s ambassador to the United States, Sir Ronald Sanders, said US authorities indicated the visa bond is meant to encourage compliance with immigration rules, particularly timely departure, and he warned that “the conduct of a few can affect the many.”

In a statement addressing public concern, Sanders said U.S. officials have tied the bond requirement to encouraging compliance with immigration rules, including timely departure. He also pointed to conduct that can carry consequences saying “there have been instances of overstays and charges on the U.S. public purse, including unpaid hospital bills, by a small number of our nationals,”.

The visa bond measure, has sparked widespread questions locally about who will be affected and whether it changes the status of current visa holders. Sanders said it does not. He stated that no bond applies to holders of existing U.S. visas and those visas remain valid on their current terms.

Antigua and Barbuda has been placed on a United States visa bond pilot list that can require certain new visitor visa applicants to post a refundable bond of up to US$15,000.
