I would like to inform the public, as well as national and international journalists, of the following:

At 11 a.m. this morning, Thai armed forces, accompanied by heavy machinery such as excavators, entered An Ses area within Cambodian sovereign territory, and even laid barbed wire, despite strong objections from our forces. It is also worth noting that Cambodia recently arranged a visit by foreign military attachés to those locations on July 30, 2025, clearly demonstrating that these areas are part of Cambodian sovereign territory. This act constitutes a flagrant violation of the ceasefire and poses a grave threat to peace and security along the border between the two countries, as well as to the wider region. Cambodia calls on the international community — particularly partner countries that have worked tirelessly to help achieve this hard-won ceasefire and wish to see it fully and effectively implemented — to demand that Thailand immediately stop its aggressive actions and strictly respect international law, especially Cambodia’s sovereignty and territorial integrity.

Call for Immediate International Action

The use of a poisonous smoke-generating plane by Thai soldiers raises significant concerns.

Thailand is a signatory to major international treaties that prohibit the use of weapons, including the Chemical Weapons Convention, the Biological Weapons Convention, and the Geneva Protocol of 1925. These treaties ban the use, development, production, and storage of chemical and biological weapons.

Therefore, the Thai army's utilization of toxic smoke, as well as the environmental pollution resulting from military activities, poses a threat to the environment and Cambodians. This includes the potential damage from the use of pesticides or herbicides near the border.

On 27, July 2025 at 3:15pm Thai army used jet to spread the chemical weapons on Cambodian soldiers in Ann Ses, near Preah Vihear temple. The use of chemical weapons is a gravely serious matter under international law.

What are Chemical Weapons?
Chemical weapons are specialized munitions or devices that use toxic chemicals to cause death, injury, temporary incapacitation, or sensory irritation. They are designed to exploit the poisonous properties of chemical substances.

The international community has strongly condemned and sought to prohibit chemical weapons:
- Geneva Protocol (1925): This protocol banned the use of chemical and biological weapons in international armed conflicts, but not their development or possession.
- Chemical Weapons Convention (CWC) (1997): This is the most comprehensive treaty, prohibiting the development, production, stockpiling, and use of chemical weapons and requiring their destruction. Effects of Chemical Weapons:
The effects of chemical weapons are indiscriminate and can be horrific:
- Immediate and delayed casualties: Depending on the agent and exposure, effects can range from immediate death to long-term debilitating injuries.
- Severe physical harm: This includes burns, blistering, respiratory failure, blindness, seizures, and paralysis.
- Psychological trauma: Survivors often suffer from anxiety, depression, and post-traumatic stress disorder.
- Environmental contamination: Some chemical agents can contaminate soil and water, posing long-term risks to ecosystems and human health.
- Indiscriminate nature: Chemical weapons can spread widely, affecting civilians, first responders, and anyone in the vicinity, not just combatants. Their effects are often invisible and insidious.

The global consensus is that the use of chemical weapons is a war crime and a grave violation of international humanitarian law.
