Construction of the parish’s new $5.12 million women’s prison is progressing, and steel work on the facility is expected to be completed in the next couple of days, weather permitting.

A concrete foundation has already been laid along with plumbing and electrical applications. Other infrastructure work will await arrival of modular cells.

Webster Parish Police Jury members awarded the contract for the project in December, 2024 to Testament Construction Services of Shreveport.

Once completed, the new facility will house up to 66 female prisoners. Parish correctional official said less than a third of those inmates are from Webster Parish. The remaining are from other jurisdictions and from the Department of Corrections (DOC).

Although the steel work is expected to be finished soon, that won’t mean a project completion date is in the near future. The contractor still has to wait for pre-fabricated cells which will be built and shipped by an Alabama firm. Those cells are not expected to be available for several months.

A majority of the funds for construction of the facility, which will be located on parish-owned property on Penal Farm Rd. near the old parish penal farm, will come from two sources.

Around $2.5 million will come from money awarded the police jury under the American Rescue Act of 2021 (ARA). Another $2.4 million is being given to the jury by the Webster Parish Sheriff’s Office.

Police Jury President Jim Bonsall had encouraged his cohorts to award a contract for the total project rather than consider an alternate that would have contained provisions only for the foundation, cells, electrical, plumbing and other basics.

Webster Parish Sheriff Jason Parker called the new women’s facility “…essential to the parish. There’s a great need for it. As Sheriff, this prison isn’t our responsibility, but we wanted to work with the police jury to get it done. We felt obligated to assist.”

Parker said the new facility will take female inmates off the fourth floor of the courthouse, a move that has been needed for some time.

“The courthouse just isn’t sufficient and it’s time for an upgrade,” he said. “There have been lots of problems at the fourth floor, especially with drainage. They’ve had to shut down the courthouse before because of water getting into offices and courtrooms downstairs.”

Once inmates are moved into the new facility, the warden of Bayou Dorcheat Correctional Center (BDCC), Scott Tucker, said there will be opportunities that have been impractical at the old jail.

“We will be able to offer female inmates options for several classes that are not practical at the courthouse,” Tucker said in a recent speech to the Minden Lions Club. “Classrooms will be available for several programs I would like to see introduced.”

Update on the B1 Bank Apache Jamboree

Due to the significant rainfall over the past 24 hours, and in the interest of athlete safety and preserving our home field, Glenbrook School has made the decision to relocate the 2025 B1 Bank Apache Jamboree.

The event will now be hosted at Loyola College Prep and played on their turf field.

Schedule Change: Glenbrook will now play in the first two quarters of the evening and will be finished following their portion of the jamboree.

Additionally, the scheduled Mini-Cheer Camp performance will now take place during Tuesday’s home elementary game as originally planned.

We thank our community for their understanding and continued support as we adjust plans to ensure a safe and competitive start to the football season.
