Mooresville Awarded Certificate of Achievement by Government Finance Officers Association
MOORESVILLE, N.C. –The Town of Mooresville was awarded the Certificate of Achievement for Excellence in Financial Reporting for its comprehensive annual financial report for the fiscal year ended June 30, 2024, by the Government Finance Officers Association of the United States and Canada (GFOA).

According to GFOA, the report has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive full disclosure to clearly
communicate its financial story and motivate potential users and user groups to read the report.

The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a
government and its management

Narcotics Detectives Seize Co***ne and Ma*****na in Search Warrant Ex*****on

MOORESVILLE, NC – On September 22, 2025, Narcotics Detectives with the Mooresville
The police department executed a search warrant at a residence located at 336 Alexander Street.
During the search, detectives seized the following controlled substances: 1.85 ounces (52.9
grams) of co***ne, 6.5 grams of crack co***ne, and 4.9 ounces (140 grams) of ma*****na.
As a result of the investigation, Bobby Nicholson, 46, of Mooresville, was arrested and charged
with the following offenses:
 Trafficking in Co***ne
 Possession with Intent to Sell and Deliver Co***ne (2 counts)
 Felony Possession of Co***ne (2 counts)
 Possession with Intent to Sell and Deliver Ma*****na
 Felony Possession of Ma*****na
 Maintaining a Dwelling for the Sale of Narcotics
 Sale of Narcotics within 1,000 Feet of a School
 Possession of Drug Paraphernalia
Nicholson was taken to the Iredell County Jail where the magistrate held him under a $500,000
secure bond. The Mooresville Police Department remains committed to keeping illegal narcotics
out of the community and ensuring resident safety.

Mooresville Man Arrested for Drug Possession

MOORESVILLE, NC – On September 11, 2025, the Mooresville Police Department Narcotics Unit executed a search warrant at 116 S. Magnolia St. in Mooresville. Detectives seized 30.7 grams of methamphetamine, along with seven grams of co***ne and $12,851 in cash.

James Gabriel Jr., 62, of Mooresville, was charged with Trafficking in Methamphetamine, two counts of Possession with Intent to Sell/Deliver, Felony Possession of Co***ne, Felony Possession Schedule II, Felony Maintaining Dwelling, Maintaining/Sell/Deliver/Possess Controlled Substance within 1,000 feet of a school, and Drug Paraphernalia. Gabriel was given a $350,000 bond.

MPD’s Faust Graduates from FBI National Academy

MOORESVILLE, NC – The Mooresville Police Department (MPD) announced that Second Assistant Chief Rhonda Faust recently graduated from the FBI National Academy (FBINA) as a member of the 295th session. The graduation took place at the National Academy in Quantico, Virginia, on September 4th, 2025. Faust becomes the third officer in department’s history—and the first female MPD officer—to complete this prestigious program.

Nationally, less than one percent of officers have the opportunity to attend the program.

Internationally known for its academic excellence, the National Academy offers 10 weeks of advanced communication, leadership, and fitness training. Participants must have proven records as professionals within their agencies to attend. On average, these officers have 21 years of law enforcement experience and usually return to their agencies to serve in executive-level positions.

The 295th session consisted of 254 law enforcement officers including men and women from 49 states and the District of Columbia. The class includes members of law enforcement agencies from 20 countries, 10 members of six military organizations, and four federal civilian organizations.

“I want to sincerely thank Chief Campurciani for the support and encouragement that allowed me the opportunity to attend the FBI National Academy,” said Faust. “I am also deeply grateful to my family and friends for their unwavering support over the past ten weeks. To my co-workers, thank you for taking on extra duties in my absence so I could focus on this experience.”

“Attending the Academy gave me the chance to learn from—and alongside—amazing leaders from across the world,” added Faust. “The leadership training, national networking, and advanced coursework have equipped me with new strategies and best practices that I’m excited to bring back to our department and the Town of Mooresville, ensuring we continue to grow, adapt, and serve with excellence.”

Faust has nearly 29 years of experience with the Mooresville Police Department, where she began her career as a patrol officer in 1997. She was MPD’s first traffic officer and helped lay the foundation for the department’s current Traffic Unit. In April 2020, she became the department’s first female Captain. She is also the first female Assistant Chief in department history and currently holds the distinction of being the longest-serving female officer at MPD.

Multiple Charges follow MPD response to Disturbance Call

MOORESVILLE, NC – On August 30, 2025, Mooresville Police Department (MPD) officers responded to a disturbance call on N. Church St. One of the vehicles involved in the disturbance was located on Selma Dr. with four occupants. When officers initiated a traffic stop on the vehicle, it pulled into a residential driveway. Two of the occupants then jumped from the vehicle and ran. One of the occupants was observed to have a handgun in his waistband while running away from the vehicle. After a brief foot pursuit, both individuals were apprehended. One of the individuals was a juvenile. The individual who was observed to be in possession of a firearm was later identified as Sirron Cordell Phiffer, 20, of Kings Mountain.



MPD K-9 responded to the scene and conducted an article search of the immediate area where Phiffer was apprehended. A firearm was subsequently located. Phiffer was arrested, charged with Carrying a Concealed Weapon and received a $2,500 bond. The juvenile was released to their parents.



The occupants who remained inside of the vehicle were detained and a handgun was found under the driver’s seat. The driver of the vehicle, Caleb Tony Allison, 23, of Mooresville, was arrested and charged with Carrying a Concealed Weapon and several traffic offenses. Allison was already out on bond for previous charges and received no bond from the magistrate for these charges. Ma*****na was found on the other occupant, Yazyron Nyshod Troutman, 18, of Troutman, who was also arrested and charged with Possession of Schedule VI Controlled Substance.

In the past few days, scammers have been targeting Iredell County residents with convincing calls pretending to be law enforcement. ��They use personal details, spoof local numbers, and threaten arrests or charges. Some even claim “AI software” is monitoring the call. To avoid arrest, they demand that you send money immediately. They may even tell you to drive to the Sheriff’s Office to sound convincing, but while en route, they will try to redirect you elsewhere. ��Don’t fall for it! Neither the Sheriff’s Office nor any other law enforcement agency will demand money by phone. Trust your instincts! Hang up and call us at 704-878-3180.

Mooresville Maintains Strong Financial Reputation with Latest Bond Ratings

MOORESVILLE, NC –The Town of Mooresville’s issuer bond rating was maintained at AAA by Moody’s, which also maintained the town’s Aa1 rating on its outstanding limited obligation bonds (LOBs). The town’s proposed $3.7M Limited Obligation Bonds Series 2025A and proposed $11.5 million Taxable Limited Obligation Bonds Series 2025B received Aa1 ratings by Moody’s.



Standard & Poor’s (S&Ps) Global Ratings assigned the AA long-term rating to Mooresville Public Facilities Corporation, N.C. series 2025A and series 2025B limited obligation bonds. S&P also affirmed its AA+ rating on the town’s outstanding general obligation (GO) debt and an AA rating on its outstanding appropriation debt.



The AAA rating by Moody’s is the strongest bond rating and indicates a high level of creditworthiness and the strongest capacity to pay back debt. The AA+ rating by S&P indicates a very strong ability to repay debts and other financial obligations.



“Strong ratings indicate strong fiscal management and financial health, and we are pleased to maintain high bond ratings from Moody’s and S&P rating agencies in 2025,” says Town Manager Tracey Jerome.



According to a statement by Moody’s, “The AAA issuer rating reflects the town's growing economy in the Charlotte Metropolitan area, reflected by a 32% increase to its tax base following revaluation in 2024, ongoing growth in sales tax revenue, and a robust trend of construction and permitting activity. The rating also reflects the town's strong financial position that will be sustained by prudent fiscal management and fund balance policies.”
