A civil case is pending against the Preston County Board of Education and the former Central Preston Middle School teacher who duct-taped a student’s mouth and wrists on multiple occasions inside the classroom in October 2023.

A lawsuit against the board and Cassandra Diann Sisler, of Terra Alta, was filed by the student and the student’s parents last month in the Circuit Court of Preston County.

The body that steers transportation planning for the greater Morgantown area has updated its long-range vision for vehicle and pedestrian mobility.

During its most recent meeting, the Morgantown Monongalia Metropolitan Planning Organization Policy Board amended the area’s Metropolitan Transportation Plan, a federally mandated document that envisions transportation improvements over the next 30 years.

Developer David Biafora is suing Brian Butcher for $257,434.07 claiming Butcher, the city’s deputy mayor and Morgantown City Council’s 7th Ward representative, “made purposefully defamatory and slanderous statements motivated by his anti-capitalist desire to wreck the reputation of the plaintiff …”

The lawsuit, filed Oct. 17 in Monongalia County Circuit Court, lists Butcher as the lone defendant and the North Central West Virginia Business Association as an interested third party.

That was the case Thursday evening when Morgantown Monongalia Metropolitan Planning Organization Policy Board Chair Russ Rogerson’s phone buzzed a few minutes into the board’s most recent meeting.
