Many organizations only look at and research the USDA, but that is such a small part of the whole industry. There are actually more state licensed breeders across the country than there are USDA licensed breeders. In fact, our research shows that many breeders just cancel their USDA license and rely on state or no regulation to continue their practices. A cancellation isn't a 'win' until it is a closure. Also, none of these numbers show the tens of thousands of breeders that are operating outside of regulation.

"...I'm now having to test my other dog because they think she may have given her distemper." DISTEMPER??? Wow! We are so sorry to read about this puppy and hope the reviewer's other dog is OK. Please don't buy a puppy from a pet store in Texas.

Our research shows that in states like New York and California, the industry quickly adapts. Unethical breeders and brokers continue to find new and existing ways to funnel puppies to the public. Online sales, transport networks, and deceptive marketing that hides commercial breeders behind “rescues” are keeping the commercial dog breeding industry alive, just out of sight.

While pet store retail bans may close one pathway for puppy mill sales, they are not a complete solution. We must stay vigilant and tackle every channel that keeps this industry alive.
