President Trump has approved an agreement with Saudi Arabia that could allow the kingdom to develop uranium enrichment capabilities for its civilian nuclear program.

The agreement is expected to remain in effect for 30 years and would involve U.S. companies in helping develop the program. However, it is not expected to include the International Atomic Energy Agency’s (IAEA) Additional Protocol, which provides for enhanced monitoring, inspections, and verification.

While uranium enrichment alone does not automatically lead to the development of a nuclear weapon, a country would also need to master several other technical steps, such as the use of synchronized high explosives.
