Tensions Flare: Cambodian Restraint Tested by Perceived Thai Provocation

Recent border incidents between Cambodia and Thailand have once again brought to the fore long-standing territorial sensitivities, with Phnom Penh asserting that its policy of restraint is being severely tested by what it views as escalating provocations from its neighbor. Amidst rising rhetoric, Cambodian officials claim that the latest flare-up was directly triggered by aggressive actions on the Thai side, culminating in Thai soldiers allegedly opening fire first.

For years, Cambodia has often reiterated its commitment to peaceful resolution and adherence to international legal frameworks in addressing its border disputes, particularly concerning contested areas and ancient heritage sites. Despite historical grievances and recurrent incursions, the official stance has consistently emphasized de-escalation and bilateral dialogue as the preferred path to maintaining peace and stability along the shared frontier. This approach, Phnom Penh argues, demonstrates a strategic patience and a prioritization of long-term regional harmony over immediate confrontation.

Recent reports from the Cambodia-Thailand border indicate a grave situation, with Cambodian authorities urging civilians in affected areas to seek shelter amidst what they describe as increasing aggression from Thai forces. This advice comes as tensions escalate dramatically, with Cambodia maintaining it has exercised considerable restraint in the face of persistent provocations.

According to Cambodian government statements, including those from Prime Minister Hun Manet and Senate President Hun Sen, the latest armed clashes were initiated by Thai soldiers. This follows what Cambodia views as a series of deliberate acts of provocation, such as unilateral declarations of restricted zones and the installation of barbed wire in disputed territories.

As the situation intensifies, Cambodian officials emphasize that their military is acting purely in self-defense against what is described as "armed aggression" and "incursion" into Cambodian territory. For civilians living in provinces bordering Thailand, particularly in Oddar Meanchey and Preah Vihear where clashes have been reported, the government's message is clear: trust in the armed forces and take necessary precautions.

Statement By the Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia
Phnom Penh, July 24, 2025 – Her Excellency LTG Maly Socheata, Under Secretary of State and Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia, issued a strong and unequivocal condemnation of the brutal, barbaric, and violent military aggression committed by the Kingdom of Thailand against Cambodia’s sovereignty and territorial integrity on the morning of July 24, 2025.
The Ministry of National Defense of the Kingdom of Cambodia categorically denounces the aggressive and violent military incursion by Thailand into Cambodia’s territory. At approximately 6:30 AM on July 24, 2025, Thai forces began violating the mutually agreed arrangements by ascending to the Ta Moan Thom Temple and deploying barbed wire at the base of the temple.
At 7:04 AM, Thai forces launched a drone for two minutes. Then, at 8:30 AM, they opened fire, and by 8:46 AM, Thai invading forces had initiated an armed assault on Cambodian troops stationed at Ta Moan Thom Temple. The attack then expanded to Ta Krabey Temple, Phnom Khmao (Black Mountain), and later to the Moum Bei area. At 10:40 AM, F-16 fighter jet dropped 02 bombs near the road leading to Wat Kaew Seekha Kiri Svarak Pagoda. All of these areas are within Cambodian territory, specifically in Oddar Meanchey and Preah Vihear provinces, and are actively protected by Cambodian forces.
At 8:47 AM, with no other choice, Cambodia’s armed forces exercised their lawful right to self-defense to protect the sovereignty and territorial integrity of the kingdom against Thailand’s blatant aggression.
Thailand’s deployment of heavy weaponry of all types and its overwhelming troop mobilization to forcibly seize Cambodian land constitute a clear and serious violation of the United Nations Charter, the ASEAN Charter, and fundamental principles of international law. These unlawful and irresponsible actions pose an extreme danger not only to regional peace and stability but also to the foundations of the international rules-based order.
Cambodia calls upon the international community to urgently and firmly condemn Thailand’s illegal aggression and hold Thailand fully accountable for its egregious violations. Cambodia urges Thailand to immediately cease all acts of hostility, withdraw its forces back to its own territory, and refrain from any further aggressive actions that could escalate tensions.
While Cambodia remains committed to resolving disputes through peaceful, legal, and diplomatic means, the Ministry of National Defense affirms that the Royal Cambodian Armed Forces are fully prepared to defend the kingdom’s sovereignty and its people—whatever the cost. In accordance with Article 51 of the United Nations Charter, Cambodia reserves the right to lawful self-defense and will respond decisively to Thailand’s violent aggression.
The Kingdom of Cambodia reaffirms its commitment to peace. However, we also reiterate our sovereign right under international law to protect our territorial integrity and our people—regardless of the cost. Cambodia will not bow to coercion, pressure, or intimidation in any form.
The Royal Government, the armed forces, and the Cambodian people stand united in unwavering defense of our land, our dignity, and our sovereignty—at all cost.
The Ministry of National Defense also appeals to all members of the press and social media users to refrain from sharing any unverified information, images, or videos—especially content related to military operations, locations, or movements of troops and equipment of any kind.

Any notion of Cambodia, a smaller nation with a developing economy, initiating an invasion of Thailand's territory is strategically illogical and wholly unfounded. Such an act would contradict every rational interest Cambodia holds.

Firstly, the military imbalance is immense. Thailand possesses a significantly larger and more technologically advanced military, far superior in airpower, naval capabilities, and ground forces. A full-scale invasion by Cambodia would be a futile and devastating undertaking, leading to overwhelming defeat and immense human cost.

Secondly, Cambodia's paramount focus is economic development. After decades of hardship, the nation is dedicated to poverty reduction, infrastructure growth, and attracting investment. An unprovoked invasion would immediately trigger international sanctions, cripple its vital tourism sector, and halt economic progress, undoing years of hard-won stability.

Furthermore, as an ASEAN member, Cambodia adheres to principles of peaceful dispute resolution. Aggression against a fellow member would isolate it diplomatically and undermine regional cooperation. Cambodia's preferred method for resolving border issues has historically been through negotiation and international legal avenues, not military confrontation.

In essence, an invasion offers no benefit and catastrophic consequences for Cambodia. Its national interests unequivocally lie in peace, stability, and continued economic growth, not in a conflict it cannot win.
