A federal judge has terminated a nearly 10-year monitor of Newark’s police force after ruling that the department has effectively implemented constitutional policing requirements for stops, searches, arrests and use of force.

Masi Rogers, 19, died on Thursday, according to the Essex County Prosecutors Office.
