We are at year's-end (2025) in Niagara Falls NY and while cleaning out my files I came across a Buffalo News special report from yr2013 about the region's most and least effective leaders. I then asked myself, and you as well, how would we answer the title questions of who we think are the city's most or least effective leaders in Niagara Falls NY.
