30 years ago, Oklahoma made an administrative error that buried Deaf civil rights, hospital access, and emergency 911 inside a job placement agency.

The Title 63 Modernization Package restores what was lost in 1993:

Independent Governance: An autonomous commission run by a Deaf majority board.

Protections for Families & Workers: Bans forcing minor children (KODAs) to interpret in emergencies and caps middleman broker markups with the 75/25 rule.

$0 Taxpayer Cost: Modernizes telecommunications surcharges into a locked revolving fund with $0 General Revenue impact.

How many times have you been left in the dark at a hospital emergency room because a VRI machine froze? How many times have you had to fight for basic communication access on the job, or watch state agencies pass the buck while our community’s needs are ignored?

For years, we’ve been told to wait. We’ve been given empty promises while fundamental civil rights, language access, and equal treatment are treated like afterthoughts.

We are launching an independent, statewide grassroots research survey that maps the exact failures happening across Oklahoma—by legislative district—and taking that data straight to the floor of the State Capitol. Lawmakers will no longer be able to pretend they don't see what is happening in their own backyards.

PIFE Thought of the Day

Many people believe communication barriers only affect language.

I disagree.

Communication delays create information delays.
Information delays create decision delays.
Decision delays create opportunity delays.
Opportunity delays eventually become economic delays.

For Deaf communities, this is not always caused by unwillingness. Sometimes it happens because accessibility is added after the technology is already built.

We saw it with telephones.

We saw it with the internet.

We saw it with video communication.

Now we are seeing it again with AI and automation.

Technology moves forward.

Accessibility often catches up later.

Every delay has a cost.

The question is not whether society can afford accessibility.

The question is whether society can afford the economic losses created when millions of people cannot fully participate.

Accessibility is not merely accommodation. It is economic infrastructure.
