HARRIMAN, Tenn. — Harriman City Councilman Brian Frost has resigned, and his son Bradley Frost has also resigned from the Harriman Fire Department following indictments handed down Tuesday, Oct. 7, 2025, according to city officials. A formal statement is expected shortly. The charges stem from the Aug. 30 party at Mr. Clean Detail Shop that led to the death of 18-year-old Holden Howse. Officials say more information, including effective dates and any interim appointments, will be released with the statement. Frosts are presumed innocent.

Accomplice to Shooter Also Indicted Kingston, TN (Tuesday, October 7, 2025) — District Attorney General Russell Johnson presented findings from the Tennessee Bureau of Investigation’s probe into the August 30th shooting at the Mr. Clean Detail Shop in Harriman to a special session of the Roane County Grand Jury on Tuesday. The grand jury focused on the actions of Harriman City Councilman Brian Frost, his son and Harriman firefighter Bradley Frost, and Tony Williams, a friend of the juvenile suspect Riley Pawlick, who has already been charged in the fatal shooting of 18-year-old Holden Howse during the party.

According to DA Johnson, the grand jury approved a new bill of indictments following testimony from TBI agents:

Brian Frost, owner of the Mr. Clean Detail Shop where the underage party took place, was indicted on 13 counts, including multiple charges of tampering with evidence, coercion of a witness, and official misconduct. Bradley Frost was indicted on 19 total counts, including 14 counts of furnishing alcohol to minors, four counts of contributing to the delinquency of a minor, and one count of possessing a firearm while under the influence. Tony Williams was indicted on one count of accessory after the fact, for allegedly driving the getaway vehicle with the suspected shooter, Riley Pawlick.

The ongoing juvenile case against Pawlick remains in Roane County Juvenile Court. Court-ordered mental health evaluations are pending before a transfer hearing will be held to determine if Pawlick will be tried as an adult. That hearing has not yet been scheduled.

The Roane County Sheriff’s Office made arrests Tuesday morning for both Brian and Bradley Frost, while Harriman Police took Williams into custody at the request of the TBI.
