AFTER MORE THAN 20 YEARS, PSYCHIATRIC NURSES WIN MAJOR STAFFING VICTORY

California registered nurses are celebrating a historic milestone as long-awaited safe staffing ratios officially take effect in the state's acute psychiatric hospitals.

While California established mandatory nurse-to-patient staffing ratios in hospitals more than two decades ago, psychiatric facilities were left without specific staffing protections. Following years of advocacy, nurses successfully pushed state regulators to implement long-promised standards for behavioral health settings.

The new regulations establish:

🔹 1 RN : 6 Adult Psychiatric Patients
🔹 1 RN : 4 Pediatric & Adolescent Psychiatric Patients

Nursing advocates also secured important protections that:

✔️ Prevent staffing ratios from being averaged across shifts
✔️ Prevent nurse managers from being counted in direct care staffing numbers
✔️ Establish patient ratios as maximum assignments not staffing averages
✔️ Block proposals that could have allowed a single nurse to be responsible for significantly more patients

Nurse leaders say safe staffing improves patient outcomes, strengthens workplace safety, and helps retain experienced nurses at the bedside.

This victory serves as a reminder that safe staffing is not simply a workforce issue it is a patient safety issue.

NURSING HOME LEADERS SAY STAFFING COSTS ARE OUTPACING FEDERAL PAYMENTS

The nation's largest nursing home advocacy organizations are urging federal regulators to reconsider proposed Medicare payment updates for skilled nursing facilities (SNFs), arguing that workforce challenges continue to place significant financial pressure on long-term care providers.

Under the proposed FY 2027 rule, CMS would increase Medicare payments to skilled nursing facilities by 2.4%. However, industry leaders say rising wages, employee benefits, recruitment costs, and ongoing staffing shortages are increasing faster than reimbursement rates.

According to the American Health Care Association, nursing home employment remains below pre-pandemic levels, while providers continue competing with hospitals and other healthcare sectors for the same workforce.

LeadingAge, representing nonprofit aging services organizations, also warned that labor costs, inflation, and supply expenses continue to strain facility operations and may affect providers' ability to meet growing resident care needs.

The discussion highlights a critical question facing healthcare leaders nationwide:

How can long-term care providers recruit and retain the workforce needed to care for an aging population if reimbursement does not keep pace with workforce costs?

TEN NATIONAL NURSING ORGANIZATIONS FILE FEDERAL LAWSUIT

Ten leading nursing organizations have filed a federal lawsuit against the U.S. Department of Education, challenging a policy that excludes advanced nursing degrees from the federal government's "professional degree" designation.

Organizations participating in the legal action include:

* American Nurses Association (ANA)
* American Association of Nurse Anesthesiology (AANA)
* Association of Women's Health, Obstetric and Neonatal Nurses (AWHONN)
* American College of Nurse Midwives (ACNM)
* American Holistic Nurses Association (AHNA)
* Association of Pediatric Hematology/Oncology Nurses (APHON)
* Chi Eta Phi Sorority, Incorporated
* Health Ministries Association (HMA)
* National Association of Clinical Nurse Specialists (NACNS)
* National Association of Nurse Practitioners in Women's Health (NPWH)

According to the organizations, the rule would significantly limit federal loan access for graduate nursing students despite advanced nursing programs preparing highly trained healthcare professionals who play critical roles throughout the healthcare system.

Nursing leaders argue the policy creates unnecessary barriers to advanced education at a time when communities across the country continue to face workforce shortages and growing healthcare demands.

The organizations state that protecting access to graduate nursing education is essential to strengthening the future nursing workforce, expanding access to care, and supporting the patients and communities who depend on highly educated nursing professionals.
