1938 – 2023

Kenneth Edward Caylor, 84, of Othello, Washington, passed away peacefully with his family and friends by his side June 14, 2023, at Overlake Medical Center in Bellevue, Washington.

Ken was born in Lebanon, Colorado, December 18, 1938. He moved to Othello with his family at the age of 10. He became a beekeeper when he bought honey bees for a FFA project in school, beginning his love for bees.

He moved to Mukilteo, Washington, to work for the Austin Company on the Everett 747 Boeing plant. He continued construction for 25 years, mostly with Baugh Construction Company, before retiring and moving back to Othello. There, Ken continued his love for beekeeping until his death.

Ken was chair of the Coulee Corridor National Scenic Byway and the Othello Bicentennial Committee, a board member of the Othello Community Museum and Adams County Development Council, life member of Paul Revere Masonic Lodge and 50 year volunteer at Mukilteo Boys & Girls Club Luau. In 2012, he was awarded Othello Citizen of the Year. Ken was also a very active and dedicated Democrat.

He is survived by his wife Barbara of 58 years; daughter Michele Lynn (Jason) Krystiniak; oldest son Bennie Edward (Elaine) Caylor; youngest son Kenneth Audie Caylor; grandchildren Joseph David (Nicole) Sotkiewicz, Hunter Joseph Rubner, Trystan Hunter Caylor, Kaitlyn Rose Krystiniak and Cadence Whitney Krystiniak; and great-granddaughter Marlee Renee Sotkiewicz.

A celebration of life will be held in Othello at 2 p.m., August 5, 2023, at the Othello Senior Center, 755 N. Seventh Avenue. In lieu of flowers, please donate to the Mukilteo Boys & Girls Club, Othello Senior Center or the Coulee Corridor National Scenic Byway.

Avista customers were overcharged for more than two years

Following a victory for ratepayers at the Court of Appeals, Attorney General Bob Ferguson urged the state Utilities and Transportation Commission (UTC) to require Avista Corp. to refund customers up to $41 million for rates that violated state law.
In written testimony, the Attorney General’s Public Counsel Unit — which represents the customers of state-regulated utility companies — told the UTC that Avista should be required to refund customers for overcharges from Jan. 11, 2016, to April 30, 2018. During that time period, Washington residents and businesses were charged $41 million more than they should have been under state law. Avista’s residential customers were overcharged an estimated $15 million during that time period, averaging roughly $40 in overcharges per customer.
“My office has continued to fight for ratepayers and challenge Avista’s unlawfully high rates,” Ferguson said. “It’s time for Avista to make it right through refunds of the millions of dollars they overcharged Washingtonians.”
The UTC will issue a final decision on the refunds sometime after a hearing on the case on October 30.
The state Court of Appeals agreed UTC’s decision violated state law and ordered the UTC to recalculate the rates. As part of that process, the Attorney General’s Office is seeking a total of $41 million in refunds, which includes both the future property increases and the power cost miscalculation.
