Lamar—I hope everyone in Lamar and Prowers County has a wonderful week!!!
To explain, the odd and even theory was born during my time doing peritoneal dialysis when my dialysis machine did great on odd-numbered days and would be awful on even-numbered days.
It didn't stop there; I got a lot of accounting work done one day, leaving me behind in delivering the paper. I dashed to my car, and my battery was dead. I didn't stop there; my colonoscopy went great, with no issues, then two days later, the polyps they removed burst, landing me in the hospital for almost a month.
While in the hospital, they discovered a blood infection, and decided surgery would be the best course of action.
The surgery went, until two days later, they told me," Oh, by the way, your hip experienced damage," and now I'm in a wheelchair. I yelled at my doctor and asked him why he omitted the "oh, by the way," warning before the surgery so I could decide what was best for me; I would have chosen being in the hospital for another week instead of surgery.
I wish that were everything, but last week, one day, I did a lot of painless physical therapy and was writing. The next day, while still writing, it tried to adjust while I was sitting on the couch, slipped off, fell, hit my head on a table, broke things, and my head was bleeding. After my wife cleaned me up, I started throwing up, which meant I was off to the hospital.
I spent a day in bed (I don't bounce back quickly anymore) and woke up feeling great last Sunday; I went to an event, andit went well. Then, when I got home and got out of the car, I turned to grab my walker and started tipping over, but my wife couldn't hold me. I fell straight back and crashed my head a second time. Luckily, neither fall caused a concussion, but it cost me two more days.
The following week, I met with a dietician concerned about my diet. She suggested soup; I love soup and worked it into my diet. Then, the other morning, I woke up and could breathe.
My wife rushed me to dialysis and discovered that I was loaded with fluid, which I'm still struggling with.
Enough about me; Prowers County and Lamar keep moving forward. Treasurer Kristin keeps doing great work and getting grants, and the City Council deals with essential issues effectively.
Today is a good day, which worries me what tomorrow will bring.
More is coming if I can get past all these struggles.
I leave it there and hope everyone has a great week. God bless my beloved sons, the Sarge (Colin), the Paramedic (Travis), Rabbi Dov Muchnik, who saved me while I was at my lowest, and everyone in Prowers County.

The Oxnard Police Department is seeking the community’s assistance in locating an at-risk adult who has been missing since January 29, 2025. Jesus Contreras suffers from Dementia and was last seen in his residence on the 1200 block of south H Street at 11:00 PM. He is believed to be wearing a dark blue hat with the letter “T” on it, a white plaid jacket, and black sweatpants. Mr. Contreras is 5’-10” tall and weighs approximately 140 pounds. It was not known where he was headed.

Anyone with information regarding his location is asked to call the Oxnard Police Department’s Communications Center at (805) 385-7740. A photo of Mr. Contreras is attached.

SUBJECT: Serious Injury Traffic Collision
VEHICLES: 2014 Hyundai Accent | 2018 Dodge Ram 3500
DRIVER: Giovanni Leonardo Medina, 28-yr-old Oxnard resident
PASSENGER: 24-yr-old Oxnard resident

On August 2, 2024, at approximately 2:18 a.m., officers from the Oxnard Police Department and EMS personnel responded to an injury traffic collision involving a Hyundai Accent and a Dodge Ram in the area of N. C Street and Eastwood Drive.

Upon arrival, emergency responders located the driver, Giovanni Leonardo, and an adult passenger trapped inside of the Hyundai. Fire personnel extracted both occupants and transported them to the Ventura County Medical Center for treatment. The other vehicle collided with was determined to be an unoccupied parked vehicle. The passenger of the Hyundai was later rushed into emergency surgery as his condition quickly deteriorated. He is currently listed in critical but stable condition.

An initial investigation determined the Hyundai to be traveling northbound on C Street when it collided into the parked vehicle. Investigators believe alcohol is a contributing factor to this collision and are still conducting a thorough investigation.

WATER MAIN LEAK ON E. CLARA ST. (BETWEEN DAHL AVE. & GILL AVE.)
July 22, 2024

The City’s Water Division is in the process of repairing a water main on E. Clara Street between Dahl Ave. and Gill Ave.

This incident may cause some residents to experience brown water due to the opening and closing of the distribution valves. Our goal is to limit the impact placed upon our customers during this emergency shutdown. We will do everything possible to restore service to this area as quickly as possible. Any questions please feel free to call the water division at 986-6563.

If you are experiencing discolored water, please be patient, it is only a temporary condition. As a precaution only, the City is asking affected residence to temporarily drink bottled water and discontinue the use of washing machines until the discolored water has cleared. Running a water hose outside to water plants or the lawn for a few minutes will help clear up the discolored water.

If required, the City will take water quality samples for bacteriological testing to assure the water is safe.

If clothes were washed and are discolored, the Water Division has commercial products that may remove the discoloration of the laundry provided they have not been dried.

SUBJECT: Seizure of Illegal Fireworks
LOCATION: Fierro Meat Market, 1355 South C Street, Oxnard

On the above date and time, Oxnard police officers responded to Fierro Meat Market, 1355 Sout C Street, reference the business selling “mortar” fireworks. Officers responded and located more than ten varieties of illegal fireworks, including both “safe and sane” and “dangerous” fireworks. Over 3,000 individual fireworks were seized, including nine of the large mortar-style dangerous fireworks. The total weight was estimated at 30 pounds.

The business owner was cited for a violation of Oxnard City Code 7-147.1(B)(1).

All fireworks are illegal in Oxnard. Fireworks are a significant nuisance to the majority of our residents and they can be extremely dangerous with risk of significant injuries. Each year, fireworks land on rooftops and cause structure fires in the city. Fireworks also cause emotional distress for many of our residents particularly those suffering from post-traumatic stress. They can also be very distressing for pets and their owners. Many of our residents resort to administering prescription sedatives to their pets to help them cope with fireworks.

The above reasons demonstrate why the Oxnard Police Department has a zero tolerance enforcement approach towards fireworks. While it is often very difficult for officers to catch offenders of fireworks violations, each year the Department prioritizes deploying as many police resources as reasonably possible towards fireworks enforcement.

Any individual caught using or possessing fireworks is subject to a fine ranging from $250-$1000; “Safe and Sane“ fireworks (sparklers, cones, flowers, etc.) carry a $250 fine; while “Dangerous” fireworks (firecrackers, bottle rockets, Roman candles, M80s, mortars, etc.) carry a $1000 fine.

The Oxnard Police Department is respectfully asking all of our residents to celebrate Independence Day safely without risk of injury or property damage. We also encourage everyone to respect the peace and well-being of their neighbors and their pets by refraining from the use of fireworks.
