Scioto County Sheriff David Thoroughman announced that on Thursday, May 28, 2026, at approximately 12:40 p.m., detectives conducting a follow-up investigation observed a female in a vehicle who was known to have an active arrest warrant. Detectives then initiated a traffic stop at the intersection of 11th Street and Lincoln Street in Portsmouth.

During the traffic stop, detectives located approximately 21.64 grams of crack co***ne, scheduled narcotics, a large amount of cash, and drug paraphernalia. Investigators also reported that during the stop, the female attempted to swallow a piece of crack co***ne, but due to the quick actions of detectives, she was unsuccessful and the substance was recovered. She was taken into custody without further incident.

Arrested was Brandi Hanley, 41, of Caldwell Road, Lucasville. Hanley has been charged with:
Trafficking in Drugs, a felony of the second degree
Possession of Drugs, a felony of the second degree
Tampering with Evidence, a felony of the third degree
Possession of Drugs, a felony of the fifth degree
Possession of Drug Paraphernalia, a misdemeanor of the fourth degree
Probation Violation Warrant

Hanley is currently being held without bond and is scheduled to appear in Portsmouth Municipal Court on Friday, May 29, 2026.

Highland County Sheriff’s Office Incidents

May 23rd
A deputy responded to the 5000 block of Washburn Rd after a report of a disturbance.
After investigation a male was warned for disorderly conduct.

A resident of the 7000 block of Highland Trl N reported a disturbance. After investigation, charges were declined. A male was given a warning for disorderly conduct.

May 24th
Deputies responded to the 11000 block of Centerfield Rd after a report of a prowler. After investigation, deputies located a male hiding in the residence. The male, identified as Devin M Miller, 20, of Jamestown, was arrested and charged with burglary.

A resident of the 11000 block of Aberdeen Way reported an assault. After investigation, charges are pending for a Hillsboro man for assault.

A resident of the 1100 block of S Gath Rd reported an unruly juvenile.

Mr. Robert “Bobby” Wayne Meadows, age 79, of Aberdeen, OH and Maysville, KY, passed away Friday, May 22, 2026, surrounded by the love of his family and friends.

He was born April 18, 1947, in Maysville, KY to the late Wayne and Ema Lee Tucker Meadows.

Bobby was a devoted father, grandfather, great-grandfather, brother, and friend whose kindness, hard work, and dedication to family and community touched many throughout his life. He will be remembered for his strong work ethic, generosity, spirit, and willingness to help anyone in need.

Bobby began his working career at Tom Moran’s Service Station. He later worked for Pepsi and RC Cola before being drafted into the United States Army, where he proudly served for four years as a field radio mechanic. Following his military service, he worked at Maysville Ready Mix before eventually becoming owner and operator of Meadows Motor Service following the retirement of his father, Wayne Meadows.

Throughout his career, Bobby also owned and operated Brown’s Family Restaurant for several years. His dedication to the community extended far beyond his work. He proudly served as Mayor of Aberdeen and sat on the village council, where he devoted countless hours to improving and supporting the community he loved. Bobby often said he was very proud to serve the people of Aberdeen, OH and Maysville, KY. His commitment to helping others and making a difference in the lives of those around him will never be forgotten.

He is survived by his children: Angie (Mark) Hamrick of Maysville, KY, Stacie (Jon) Moran of Ripley, OH, and Dwayne (Tamatha) Meadows of Aberdeen, OH.

He also leaves behind his cherished grandchildren: Jeremy (Cheylene) Frodge, Austin (Alexis) Meadows, Savannah Moran, Olivia Meadows, Sarah (Chris) Tucker, and Jen (Robbie) Simpson. His legacy continues through his great-grandchildren: Ellarose Frodge, Maisy Meadows, Allen Tucker, and Grant Tucker.

Bobby is survived by his brother Larry Smitson of Jeffersonville, IN; his sisters, Jackie McGovney of Vanceburg, KY, and Joyce M. Brewer of Georgetown, KY; along with many beloved nieces, nephews, extended family members, and dear friends.
In addition to his parents, he was preceded in death by; his brothers, Rodney Meadows, Kevin Meadows, David Smitson, Charlie Gulley, and Wayne Meadows Jr.; his sisters, Elizabeth Meadows Thornton and Sally Ann Smitson Mers; and his great-grandchild, Huck Martin Frodge.

Funeral services will be held at 1 p.m. Tuesday, May 26, 2026, at Brell & Son Funeral Home in Maysville, KY, with Matthew Barnett officiating. Burial will follow in the Charter Oak Cemetery in Aberdeen, OH with VFW military Honors provided by the Maysville Simon Kenton VFW Post 2734..

Friends may visit from 4 p.m. to 7 p.m. Monday, May 25, 2026, and 12 p.m. until the hour of service on Tuesday at Brell & Son Funeral Home 620 E. Second Street Maysville, KY 41056.

Greg Dudley, Leo McKay, Norbert Gallenstein, Gene Weaver, Derick Kirk, and Roger Bloomfield will serve as pallbearers. Kevin Jolly, John Estill, and Kenny Johnson will serve as honorary pallbearers.

In lieu of flowers, contributions can be sent to the Aberdeen Fire Department in memory of Bobby Meadows. Send to address of P.O. Box 752 Aberdeen, OH 45101.
