It felt more like summer than early October across northern Michigan today! Most climate sites broke or tied their daily high temperature records for October 4th, with highs soaring into the 80s. Traverse City also tied its warmest October day on record, matching the 89°F mark last set 103 years ago in 1922! Pellston was the only location to fall just short of a new record.

Construction on the $25 million FishPass project in Traverse City still remains on schedule. The project replaces the Union Street Dam with a first-of-its-kind barrier that lets desirable fish through while keeping out invasive species like sea lamprey. Crews have now removed the last of the old dam and have built a spillway, with in-river work expected to wrap up in 2026. An amphitheater and education center are expected to follow in 2027.

Munson Health is moving forward with plans to build a new 24-bed Neonatal Critical Care Unit at Munson Medical Center in Traverse City. The build is expected to cost around $40 million and will include a 22,000 square foot facility, with construction starting in the spring of 2026, and is expected to be completed by late 2027. The investment also covers renovations to the maternity and pediatric units. Munson's is the only NICU in Northern Michigan that cares for more than 325 babies each year.

The Cadillac City Council will meet Monday night at City Hall. On their agenda will be a resolution to vacate Wall Street, clearing the way for the proposed Lakelynn Apartments Development, which includes seven three-story buildings with 252 units. A public hearing on the proposed housing development is set for November 17th. The Council will also consider setting an October 20th public hearing on plans to rebuild Chapin Street, with new sidewalks, parking improvements, updated utilities, and better lighting, all designed to comply with and meet ADA standards.

Traverse City Commissioners are considering an ethics ordinance that could take effect on October 20th. The proposed measure, drafted by the city's Ad Hoc committee for Ethics Regulations, would apply to all public servants, including elected officials, staff, and board members. It would set the standard for conflicts of interest, use of position, nepotism, and financial disclosures. An independent arbiter would investigate violations and penalties, up to termination or removal from their position. The proposal will also appear on the November 4th city ballot. The commission takes up the ordinance at its next meeting, which will be on Monday.

The Michigan Budget for the next fiscal year has been approved. The Michigan House voted 101-8 to approve a budget bill, and the Senate approved the bill at 1am this morning. Governor Whitmer stated, "Today's balanced, bipartisan budget is a big win for Michiganders. We brought members on both sides of the aisle together to provide tax breaks to seniors and working families, protect access to affordable health care, feed every child free meals at school, help our students succeed academically, and ensure Michiganders are safe in their communities." The October 1st deadline was circumvented earlier this week, as lawmakers approved a continuation budget that kept the government running and in session through October 8th. Notably, the budget included $14 million in ice storm relief, according to State Representative Parker Fairbairn, which is well shy of the $100 million proposal originally requested.
