Editorial:‎ Nothing Has Changed at LACRA

‎The suspension of former Liberia Agriculture Commodity Regulatory Authority (LACRA) Director General Christopher Sankolo and his subsequent replacement by Acting Director General Dan Saryee was expected to usher in a new era of accountability, transparency, and reform. However, months into the transition, nothing at all has changed at the institution.

‎The replacement is described as "old wine in a new bottle"

‎President Joseph Boakai suspended Sankolo and his deputy amid allegations of corruption and administrative malpractice. The expectation was that new leadership would restore public confidence and improve the institution further. Yet, LACRA continues to face many of the same challenges that characterized the previous administration.

‎Despite allegations of widespread corruption during Sankolo's tenure, some point to visible developments made under his administration. Office buildings were renovated and painted, buses were procured for staff transportation, and the institution expanded its workforce, despite most of them coming from his home, B**g County.

‎With the arrival of Acting Director General Dan Saryee, hopes were high, expecting a new management style. Instead, the administration has become increasingly centralized around a small circle of his associates.

‎According to allegations from staff members, one of Saryee's first actions upon assuming office was appointing close associates to key administrative and legal positions. New positions were allegedly created under his administration, increasing government spending.

‎Like his predecessor, Saryee has been accused of exercising direct control over the daily operations of the institution. Staff members allege that established reporting structures have been bypassed, with employees being demanded to report directly to his office rather than through designated departmental heads.

Some employees have reportedly described the Acting Director General as a leader who seeks to control every aspect of the institution's operations.

‎Another controversial decision attributed to the current administration was the replacement of more than 120 contractors. Alleging that many of those removed were replaced by individuals connected to the interests of DG Saryee and Board Chairperson Josephine George Francis, the lady who is using the vehicle which was bought for the technical unit operations as her private property.

‎ questions have also been raised about the administration's spending priorities. Recently, Saryee organized a workshop at a local hotel that reportedly included selected staff members while excluding others from the same institution.

‎ Most of Saryee organize seminars have consumed significant resources while producing no measurable impact.

‎ Meanwhile, several initiatives announced by the current administration remain unfulfilled. Among them is the widely publicized farm traceability program. Sources familiar with the matter allege that implementation has stalled due to capacity challenges and disagreements involving partners.

During the Saryee Senate appearance weeks ago, his presentation on the European Union Deforestation Regulation (EUDR) reportedly differed from positions of the Ministry of Agriculture. For many, that scene raised concerns about policy coordination between LACRA and the MOA.

‎ Beond administrative concerns, questions have emerged regarding the Acting Director General's political ambitions. Saryee has increasingly used official engagements in his native Sinoe County to build political support ahead of the 2029 election. During visits to the county, he reportedly promised to expand LACRA programs and distribute coffee seedlings currently being raised in nurseries across B**g, Lofa, and Nimba Counties.

‎ Further allegations that government resources are being used to advance personal political interests, though such claims remain matters of public debate.

‎Ultimately, the comparison between the Sankolo and Saryee administrations has become unavoidable. The similarities between the two leadership styles raise a fundamental question: If the problems that led to Sankolo's removal persist under his successor, why change leadership?

‎The challenge facing LACRA today is not merely replacing one leader with another, but with a person who has a total understanding of the sector.
‎ Dan needs to be replaced as soon as possible to save LACRA.

Mamba Point, Monrovia — Liberia’s anti-corruption fight just got a new weapon, and Democracy Watch Initiative is loading it. Mark Mullah, Chief Executive Officer of the group, stunned reporters yesterday during a press conference at their Mamba Point office when he announced the organization will begin releasing a hard-hitting, bi-quarterly corruption index report starting this quarter. The report, he declared, will “name names, expose patterns, and drag hidden rot into the light” with four institutions at the center of the first edition: NASSCORP, NPA, FDA, and LPRC.

According to Mullah, the upcoming index will read like a national X-ray for graft. “We are not here to play politics or publish PR,” he asserted, his voice rising as journalists leaned in. “NASSCORP, NPA, FDA, LPRC — these are the gatekeepers of our national wealth and public health. If there are cracks, if there is leakage, if taxpayer money is vanishing through back doors, the bi-quarterly report will show it in black and white.” He promised the data will track procurement scandals, ghost workers, unaccounted revenues, and bureaucratic red tape so thick it “chokes development.”

“No Criminal Culpability” Police Exonerate Gongolee, Yet LACRA Board peruse witch-hunt

A growing controversy has emerged at the Liberia Agriculture Commodity Regulatory Authority (LACRA) following the decision of the institution's Board of Directors and management to reject findings from the Liberia National Police (LNP) that cleared Deputy Director General for Operations and Technical Services, Godia Alpha Kortu Gongolee, and Zeno Industries of allegations related to cocoa smuggling.

The LACRA Board, headed by Josephine George Francis, and the administration under Acting Director General Dan Saryee have reportedly described as misleading a police clearance document that exonerated Gongolee and Zeno Industries following an official investigation.

The development has sparked concerns of the Board position to undermine the authority and credibility of Liberia's principal law enforcement institution.

According to the Liberia National Police investigation report dated May 28, 2026, investigators concluded that there was no criminal culpability on the part of Mr. Gongolee.

"The investigation finds no criminal culpability on the part of Mr. Godia Alpha Kortu Gongolee, Deputy Director for Operations and Technical Services at LACRA. He is exonerated from the allegation," the police report stated.

Despite the findings, the LACRA Board maintained that the clearance certificate is misleading, a position that undermines the outcome of an investigation it had previously requested.

Records indicate that Gongolee was suspended on April 23, 2026, specifically because of allegations linking him to the reported cocoa smuggling case involving Zeno Industries. Such account shows that the board is contradicting itself.

In the suspension letter issued to Gongolee, the Board stated: "The Board of Directors has resolved that you are hereby suspended with immediate effect for your alleged involvement into the recently reported cocoa smuggling by Zeno Industries."

The letter further noted: "The reported situation has been forwarded to the Liberia National Police for investigation. Please note that your suspension will remain in effect pending the outcome of the investigation by the LNP."

The Board's current rejection of the police findings contradicts the basis upon which the suspension was imposed, since the suspension itself was tied directly to the outcome of the police investigation.

Sources disclosed that throughout the investigation neither the LACRA Board nor Acting Director General Dan Saryee provided substantive evidence linking Gongolee to any criminal activity. The police investigation reportedly failed to establish any connection between Gongolee and the alleged smuggling operation.

Internal source suggest that the objective was never to conduct an impartial investigation but rather to use the accusations against Zeno Industries as a means of removing Gongolee from his position within the institution.

Additional concerns have also been raised regarding a recent Press Release published on LACRA's official page. The release carried no signature, a departure from standard communication practices typically used for official institutional statements. The omission raises questions about the authenticity and procedural propriety of the communication.

The dispute has exposed what many describe as deep internal divisions within LACRA, with allegations of power struggles between senior officials and governance concerns affecting the institution's operations.

Supporters of Gongolee maintain that the police investigation has cleared his name and that he should be reinstated immediately. They argue that continued efforts to associate him with the allegations despite the police findings amount to a witch hunt.

As LACRA fight continue, attention is now turning to President Joseph Nyuma Boakai, who is being urged by some employees and stakeholders to intervene in order to resolve the ongoing crisis.

Several workers have reportedly called for administrative changes within the institution, including the removal of Acting Director General Dan Saryee and Board Chair Josephine George Francis, arguing that such action is necessary for LACRA to move forward and restore public confidence.
