This union represents blue collar workers in departments ranging from sanitation to street maintenance. If the strike occurs, the Department of Sanitation will operate in a “modified capacity,” which includes a temporary elimination of residential curbside trash and recycling collection starting Tuesday and the creation of 63 drop-off locations throughout Philadelphia.
