The Trump administration’s crackdown on arts and culture funding has had particularly dire consequences for q***r and trans artists and the organizations that support them.

A PA Humanities CultureCheck report found that more than 90% of Pennsylvania arts institutions expect to be or already have been impacted by Trump’s arts funding cuts. In May, the National Endowment for the Arts, otherwise known as NEA, rescinded $27 million in grants that were designated for artists and arts organizations across the nation.

The Leeway Foundation is an arts grant-making organization that serves women, non-binary, gender non-conforming, and trans artists living in the Philadelphia region. As funding organizations struggle to meet their communities needs, Leeway is stepping in to try and fill the gaps.

Philadelphia Neighborhoods sat down with Leeway’s Executive Director Pia Agrawal to discuss Leeway’s work and her thoughts on the threats on the arts right now as a whole.

This September the SNAP-Ed program was cut as a part of the Trump Administration’s One Big Beautiful Bill. This bill cuts taxes, changes federal spending levels, raises the national debt limit, and reshapes funding across multiple agencies and programs throughout the federal government.

The program served about 43,000 students in Philadelphia through the Eat Right Philly program, which provided students with nutrition education, cooking lessons, and support for healthier diets and lifestyles. According to the Pennsylvania Department of Education website, more than 70% of students in the city qualify for free or reduced-price lunch. Advocates say that loss of SNAP-Ed leaves a huge gap in nutrition access and education across Philadelphia.

Ortiz-Pagán spoke to Philadelphia Neighborhoods about what it means to create art in times of political upheaval, the importance of ancestral spiritual technologies, and how he has kept true to himself throughout the years artistically.
