Survivors are speaking out. We are demanding a federal investigation into serious concerns involving abuse, institutional failures, and lack of accountability.

For decades, there have been serious concerns regarding alleged abuse, unsafe environments, and failures of oversight connected to Reginald Jenkins.
These concerns suggest that multiple individuals and institutions may have enabled, ignored, or failed to act on warning signs involving vulnerable individuals, including minors.
Despite these longstanding concerns, there has not been a full and transparent investigation into all individuals potentially connected to these concerns.
This is unacceptable.
We call on the U.S. Department of Justice and the Federal Bureau of Investigation to take immediate action.

A full, independent federal investigation
Review of all individuals and institutions involved
Transparency where legally appropriate
Accountability for any wrongdoing uncovered
Protection for survivors and witnesses
🧾 Personal Statement
During the winter of 1994, I experienced abuse as a minor connected to the individual referenced in this petition.
I was also taken from a supervised group home environment during this time, raising serious concerns about the safety and oversight of vulnerable youth.
I filed a police report in December 2025.
Due to safety and legal concerns, I am not sharing all details publicly. However, I am calling for a full federal investigation so the truth can be uncovered.
🚨 Pattern of Conduct and Concerns
There are serious concerns regarding a pattern of alleged abusive behavior, including conduct and statements suggesting harm toward women, men, and minors.
There are also concerns that false narratives have been used to portray Plaintiff and her adult son as acting together in a coordinated effort, which is disputed and raises further concerns about manipulation and deflection of accountability.
These concerns highlight the need for an independent investigation to determine the facts.
🚌 Concerns Regarding Employment Around Vulnerable Populations
There are serious concerns that, due to a lack of intervention and oversight, Mr. Jenkins was able to obtain employment in positions involving contact with children, including roles associated with KenCrest, First Student, and the School District of Philadelphia.
These roles involved proximity to children, including children with and without special needs, raising concerns about whether appropriate safeguards, background reviews, or oversight measures were in place.
There are also concerns that failures to properly address prior concerns may have allowed continued access to vulnerable populations.
It is my understanding that concerns related to these matters have been raised and that further review or investigation may be warranted.
The safety of children must never be compromised due to failures in oversight or accountability.
🧒 Concerns Regarding Oversight and Protection
There are serious concerns regarding the actions and oversight of the Philadelphia Department of Human Services.
While in DHS custody, Plaintiff was not reported as missing or homeless despite being absent from placement and experiencing housing instability.
During this same period, Plaintiff’s mother was not accurately informed of Plaintiff’s whereabouts and was led to believe that Plaintiff was safe.
These circumstances raise urgent questions about whether proper reporting and communication procedures were followed.
The lack of accurate communication with a parent represents a serious breakdown in responsibility toward a child in state care.
🏥 Additional Institutional Concerns
There are also concerns regarding oversight and potential conflicts involving the University of Pennsylvania Health System.
There are also concerns involving individuals associated with Shiloh Missionary Baptist Church and whether positions of trust were used inappropriately.
Additionally, there are concerns regarding misuse of personal information and potential financial exploitation.
