Are federal police monitors providing essential oversight, or have they become multimillion-dollar "shadow managers" with no end in sight?

​Congress is currently debating the Monitor Accountability Act (H.R. 8365), a bill aimed at overhauling federal consent decrees across the country.

​What the bill would do:
​5-Year Hard Cap: Limits federal monitors to a maximum 5-year term.
​Cost Controls: Imposes fee caps and requires public audits of monitor expenses.

​Firm & Judge Rotations: Bans hiring sequential monitors from the same firm and rotates presiding federal judges after six years.
​Retroactive Reach: Applies these restrictions to long-standing, ongoing monitorships immediately.

​The Debate:
Law enforcement associations and reform advocates argue that unchecked, decade-long monitorships drain municipal budgets without clear off-ramps. Opponents and civil rights groups contend that arbitrary time limits risk cutting oversight short before departments achieve genuine, lasting compliance.
​After passing the House, the bill is now before the Senate Judiciary Committee.
