Starting July 1, 2025, the Mexican government is implementing a new Non-Resident Duty fee (AKA as a tourism tax or visitor fee). This cruise passenger fee will start at $5 USD per guest, but will gradually increase over time. This fee will apply to cruise guests who visit Mexican ports that do not begin or end in Mexico.

What is the Non-Resident Duty (NRD) fee?
Starting on July 1, 2025, international travelers stopping in any Mexican cruise ports will be required to pay a tourism tax.
This fee will start at $5 and will subsequently increase to $21 over time.

$5 per passenger, from July 1, 2025, to July 31, 2026.
$10 per passenger from August 1, 2026, to June 30, 2027.
$15 per passenger from July 1, 2027, to July 31, 2028.
$21 per passenger from August 1, 2028, onward.
