When child care programs have stable funding, they're better able to serve children and families—even when attendance fluctuates.

The Senate is considering to vote on a bill that would prohibit states from using payment practices for subsidized care that help provide that stability. Without them, providers may be less likely to participate in the subsidy system, reducing child care options for families. It could also create additional barriers for children who experience more frequent absences for a variety reasons — including infants, children with disabilities, children in foster care, and children experiencing housing instability — and the programs that serve them.
