PUNXSUTAWNEY — The borough of Punxsutawney released additional details on a pair of settlements council approved last month in response to a right-to-know request, including that one of them was with former borough manager Robert “Toby” Santik in the amount of $25,000.

The identity of the other former employee was not disclosed, but it was confirmed that the individual will receive a lump sum payment of $5,000, as well as a monthly pension benefit of $3,389.59. The borough will also pay the full portion of his health care premium cost until he reaches the age of 65.

Santik was fired in April 2023. He filed a civil action lawsuit on Dec. 11, 2024. Details from the settlement include that he filed a complaint with the Pennsylvania Human Relations Commission/Equal Employment Opportunity Commission.

As part of the agreement, Santik will not make any disparaging or defamatory comments about the borough, including current and former employees and officials, among otherwise, and likewise the borough will not direct any employee to do the same. The borough also agreed to provide a neutral reference for Santik upon inquiry by prospective employers.
