Montserrado County District #3 Representative Sumo Mulbah is proposing a new cybercrime bill that would impose lengthy prison terms and other severe penalties on individuals accused of using digital platforms to spread false information, create public panic, or undermine the nation's image.

Representative Mulbah says the proposed legislation, titled “An Act to Prevent and Punish Social Media Crimes, Public Misinformation, False Alarms, Defamation, and the Malicious Undermining of the National Image,” is intended to address what he describes as growing cyber-anarchy in Liberia.

In a communication to members of the 55th Legislature, Mulbah called for urgent support for the bill, arguing that Liberia’s security, economic development, and international reputation could be negatively affected by coordinated online misinformation and malicious digital campaigns.

The lawmaker accused some politicians and influential individuals of exploiting unemployed young people to conduct what he described as illegal cyber activities, including political trolling, disinformation and attacks against individuals and institutions.

He wants the proposed legislation to establish a three-tier penalty system.

Under the proposal, individuals found guilty of maliciously disseminating false information or slandering citizens or public officials could face between two and five years in prison, along with significant fines.

Those involved in coordinated disinformation campaigns, national security threats or activities that cause widespread public panic could face five to ten years in prison without the option of paying a fine.

The United States has agreed to pay Liberia $5 Million for accepting 1,200 deportees, The New York Times reports.

According to the International outlet, the Trump administration approved the $5 million payment after Liberia accepted the deal to send migrants there from the United States.

It added that the State Department documents revealed that deal is one of the largest known deals the Trump administration has made to send people to countries where they have no ties.

The first group has since arrived in Monrovia on Thursday. However, the Liberian Government did not mention any monetary benefits at the time of the pronouncement.

Nimba County Senator Samuel Kogar is questioning the constitutional basis of the reported arrangement with the United States to receive up to 1,200 deportees, arguing that the matter raises significant questions about national sovereignty and the authority under which the agreement was reached.

In a statement, Senator Kogar cited Article 57 of the 1986 Liberian Constitution, which provides that the President has authority to conduct foreign affairs and conclude treaties, conventions, and similar international agreements with the concurrence of a majority of each House of the Legislature.

The senator therefore wants clarification on whether the reported arrangement was submitted to and approved by both the Senate and House of Representatives as required under the Constitution.

He further questioned the legal authority under which the government may have entered into an arrangement involving the transfer of individuals being removed from the United States who are not Liberian citizens.

Kogar said Liberians deserve to know the precise terms of the arrangement, including the number of people involved, their legal status, the duration of the agreement, and the responsibilities of the Liberian government.
