Kentucky State Police Charges Logan County Man With Child Sexual Exploitation Offenses

On October 4, 2025, at approximately 12:06 p.m., the Kentucky State Police (KSP) Electronic Crime Branch arrested Zachary Anthony Stogner, 25, on charges related to child sexual abuse material.

Mr. Stogner was arrested as the result of an undercover Internet Crimes Against Children investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect procuring children online.

The investigation resulted in an interview in Auburn on October 4, 2025. Equipment used to facilitate the crime was seized and the investigation is ongoing.

Mr. Stogner is currently charged with one count of procuring a minor by electronic means. This charge is a Class-C felony punishable by five to ten years in prison. Mr. Stogner was lodged in the Logan County Detention Center.

The Kentucky Internet Crimes Against Children (ICAC) Task Force is comprised of more than twenty-six local, state, and federal law enforcement agencies. The mission of the ICAC Task Force, created by the United States Department of Justice and administrated by the Kentucky State Police, is to assist state and local law enforcement agencies in developing a response to cyber enticement and child sexual abuse material investigations. This support encompasses forensic and investigative components, training and technical assistance, victim services, prevention and community education. The ICAC program was developed in response to the increasing number of children and teenagers using the internet, the proliferation of child sexual abuse material, and the heightened online activity of predators searching for unsupervised contact with underage victims.

Adairville Police Department Arrest Leads to Discovery of Illegal Firearm

On October 2, 2025, at approximately 4:58 p.m., the Adairville Police Department received a report of a man yelling at passing motorists near the Adairville Library. Chief Ashby located the individual, identified as Bobby Charles Scott, behind the hardware store across from the library.
During contact, Chief Ashby observed signs of intoxication and detected the odor of alcohol. Scott was found carrying an open container of alcohol and was arrested for public intoxication, disorderly conduct (second degree), and failure to notify the Department of Transportation of an address change. A 12-gauge shotgun shell was located in Scott’s pocket was seized. He was lodged in the Logan County Detention Center without incident. The following day, Chief Ashby reviewed a recorded jail phone call in which Scott urged his girlfriend to return to the wooded area near the location of his arrest. Upon checking the area, Ashby discovered a backpack containing a loaded, sawed-off 12-gauge shotgun, additional shotgun shells matching the one found on Scott, beer cans, and personal items linking the bag to him. Scott is a convicted felon and prohibited from possessing fi****ms. The sawed-off shotgun is also a federally prohibited weapon. Chief Ashby has contacted the Bureau of Alcohol, To***co, Fi****ms, and Explosives (ATF), and further federal charges are being pursued.
