3-4 cloves garlic, minced
1/2 tsp red pepper flakes (optional, for heat)
1 (28 ounce) can crushed tomatoes
1 (14.5 ounce) can diced tomatoes, undrained
4 cups fish stock or clam juice (or vegetable broth)
1/2 cup dry white wine (e.g., Pinot Grigio, Sauvignon Blanc - optional)
1 tsp dried oregano
1 bay leaf
1/2 tsp Old Bay seasoning (or similar seafood seasoning)
1/2 tsp salt (or to taste)
1/4 tsp black pepper
1 lb firm white fish (e.g., cod, halibut, snapper), cut into 1.5-inch chunks
1/2 lb large shrimp, peeled and deveined
1/2 lb scallops (sea or bay), tough muscle removed
