On Tuesday, June 25th /2024, Lakes State media will host Dr.William Pay of the SSPM/SSUNA Public Affairs officer on High-level mediation for South Sudan (Tumaini Initiative )at 4:00 PM at Ole Sereni Hotel Nairobi Kenya.

Tune in wherever you are . Dr. William will talk about on going peace process and why the people of South Sudan should take great interest in this intiatives.

Dear Colleagues,

Thank you for sharing your thoughts and understanding on Civil Disarmament in South Sudan. I recently wrote an opinion article regarding the subject matter and here are my recommendations of which I welcome you to challenge or agree

My Take:

1. Introduce a light weapon bills at the state and national levels to regulate fire arms in the hands of the civilians and have the President . sign it into law

2. Register and license all guns in the hands of the civilians so that state and national authorities are able to trace back should crime occur. This could be done through the following organs i.e. Boma, Payams, local Chiefs, County, State, and National government with one unified coding system.

3. Government at state and national levels need to institutes Gun-Buying back programs because some of those weapons were acquired legally. This is to provide both peaceful solution and transfer of those weapons

In conclusion: I strongly believe that citizens should be allowed to bear arms to protect themselves and their properties given the fact that South Sudan is currently awash with guns with many known and unknown armed groups roaming about throughout the country. Also, for cattle-keepers, it is impossible to look after your cows or goats without gun or equipment to protect your properties and themselves.

To me, “guns do not kill people but bad people use guns to kill people”. I don’t think that Civil Disarmament should take place without guiding principles.

The Social and Political Dilemmas of the People of Greater Upper Nile Region:

The foolish majority are found in the Greater Upper Nile Region as most political actors in South Sudan and managers of the current conflict are from the said region.

The disunity among the regional elites is squarely responsible for the mass destruction of both lives and properties.

The richness of this region in term of human capitals and material wealth has been undervalued by the elites and the masses. This region has produce early and current political leaders notably, Sir Both Diu, Mzee Abel Alier, Mzee Peter Gatkuoth Gual, Col. Samuel G*i Tut, Dr. John Garang, Cdr. William Nyuon Bany, Dr. Lam Akol, Mzee Akuot Atem, Cdr. Abdalla Chuol Deng, Gen. Gordon Koang Chuol Kulang, Gen. Paulino Matip Nhial, and Dr. Riek Machar but yet it is source of endless conflicts from 1983 to present.

The Greater Upper Nile Region will be underdeveloped regardless of being the source of national wealth and manpower and depopulated as long as the elites continue to aimlessly compete.

How could one talk of national reconciliation and nation building when he or she could not reconcile with his or her neighbors?

When will the Greater Upper Nile Regional Elites and masses come to their senses?
