A change to Saint Paul’s billboard replacement policy has met opposition from the Union Park District Council. The change is to a city policy that allows billboard companies that take down billboards in neighborhoods to earn credits toward putting up larger, electronic or dynamic display signs along freeway corridors.

The Saint Paul City Council gave ChiroMed Clinic owner Jay Cherner until September 1 to clean up vandalized billboards atop his building on University Avenue. Cherner called the time frame “simply unrealistic” and sought a deadline of November 1 instead. The billboards remain in their blemished conditions as the business owner cast blame on the Saint Paul Police Department for ongoing vandalism in the area.

Saint Paul Mayor Melvin Carter used his 2026 city budget address September 4 to announce his plan to introduce a citywide ban on assault weapons, guns in libraries and recreation centers, and guns with binary triggers. The mayor also wants to require all fi****ms to have serial numbers to address the issue of “ghost guns” that are often homemade and hard to trace.
City ordinances would require change in state law to be enforceable.
