DETECTIVES ARREST SCHOOLTEACHER ON S*X OFFENSE CHARGES INVOLVING FORMER STUDENT

SALISBURY, N.C. (May 29, 2026) — Detectives with the Salisbury Police Department have arrested a Rowan-Salisbury School System teacher following an investigation into allegations involving a former student.

On May 28, 2026, detectives obtained felony warrants charging David Steelman (DOB: 06/06/1974) with eight counts of S*x Offense with a Student and two counts of Indecent Liberties with a Student.

The charges stem from an investigation that began in 2020 involving allegations of offenses that reportedly occurred in 2012. The investigation identified one victim, who was a student at Salisbury High School at the time of the alleged incidents. Detectives determined the alleged offenses occurred both on and off school property.

Steelman is currently employed by the Rowan-Salisbury School System as a teacher at Corriher-Lipe Middle School. At the time of the reported offenses, he was employed by the school system as an information technology technician at Salisbury High School.

On May 29, 2026, Steelman turned himself in to authorities. He was served with the outstanding warrants and is currently being held in the Rowan County Detention Center under a $500,000 secured bond.

Rowan County Sheriff’s Office Arrests Two in Identity Theft and Fraud Investigation

ROWAN COUNTY, N.C. (May 28, 2026) — During the month of May 2026, deputies with the Rowan County Sheriff’s Office began investigating multiple reports involving the fraudulent use of victims’ identities to obtain loans from financial institutions.

Investigators determined that suspects were using stolen personal identifying information to apply for loans and subsequently cashing out the funds.

In one incident, a suspect successfully left a financial institution with approximately $20,000 in fraudulently obtained funds.

During the course of the investigation, detectives were contacted by employees of Lion’s Share Credit Union in Salisbury regarding a loan application that displayed characteristics consistent with other fraudulent transactions previously identified by investigators.

Through the investigation, detectives identified the suspects as 35-year-old Brittany Michelle Midget of Powells Point, North Carolina, and 28-year-old Dexter Malik Duncan of Hookerton, North Carolina.

On May 27, 2026, both individuals traveled to Salisbury in an attempt to complete the fraudulent loan transaction and were taken into custody by investigators.

Midget was charged with:
• Obtaining Property by False Pretenses
• Four Counts of Identity Theft
• Possession of a Schedule I Controlled Substance
• Possession of a Schedule II Controlled Substance
Midget was placed in the Rowan County Detention Center under a $190,000 secured bond.

Duncan was charged with:
• Possession of Counterfeit Currency
• Obtaining Property by False Pretenses
• Possession of a Schedule V Controlled Substance

Duncan was placed in the Rowan County Detention Center under a $35,000 secured bond.

The Rowan County Sheriff’s Office was assisted during the investigation by the North Carolina State Bureau of Investigation.

As a result of the efforts of bank employees and investigators, additional victims of identity theft were identified. The investigation remains ongoing, and additional charges may be forthcoming.

UPDATE: Rowan County Deputy Pulls Fellow Deputy from Burning Vehicle

ROWAN COUNTY, N.C. (May 27, 2026) — On Tuesday, May 26, 2026, at approximately 5:24 pm, Deputy John Stevens and Deputy Mason Doby with the Rowan County Sheriff’s Office were responding with emergency lights and siren to a report of an 8-year-old child observed alone in the roadway near Old Cress Road and Shue Road.

While responding to check on the welfare of the child, Deputy Stevens’ patrol vehicle collided with another vehicle after that driver reportedly swerved into the deputy’s lane while attempting to avoid other vehicles that had stopped and were yielding the right of way to the responding deputies.

The collision caused Deputy Steven’s patrol vehicle to run off the roadway into a field, where the vehicle caught fire. Deputy Doby, who was responding directly behind Deputy Stevens, immediately stopped and approached Deputy Steven’s vehicle which had smoke coming from the engine.

Deputy Doby deflated the airbag so that he could better assess Deputy Steven’s injuries and that is when Deputy Stevens advised him that he thought his leg may be broken.

Deputy Doby could see that flames
were visible through the windshield so, he immediately pulled Deputy Stevens from the burning patrol vehicle, and drug him several feet to ensure that he was at a safe distance from the burning vehicle.

As Deputy Doby moved Deputy Stevens to a safe distance, witnesses alerted him that the other involved vehicle was also beginning to smoke. After ensuring Deputy Stevens was safely away from the burning patrol vehicle, Deputy Doby went to the other vehicle, where he discovered the driver had sustained serious injuries and assisted him from the vehicle.
Deputy Stevens was transported to a local hospital where he was treated and later released, but he will continue receiving medical treatment for injuries sustained in the collision.

The other driver was also transported to the hospital and remains hospitalized while receiving treatment for his injuries.

The crash was investigated by the North Carolina State Highway Patrol. The driver of the other vehicle was cited for Failing to Reduce Speed to Avoid a Collision, Driving Left of Center, and Failure to Wear a Seat Belt.

The Rowan County Sheriff’s Office is grateful for the quick and decisive actions of Deputy Doby,
whose efforts provided life-saving assistance to both individuals involved in the collision. Without his immediate response and courage under pressure, the outcome could have been far more serious.

Deputy Injured in Collision While Responding to Emergency Call

ROWAN COUNTY, N.C. (May 26, 2026) — Two deputies with the Rowan County Sheriff’s Office were responding to an emergency call for service with emergency equipment activated when one of the patrol vehicles was involved in a collision with another vehicle on NC Highway 152 near Daugherty Road.

Following the collision, the deputy’s patrol vehicle left the roadway, entered a field, and caught fire. The second responding deputy immediately stopped and was able to pull the injured deputy from the burning vehicle.

The deputy and occupants from the other vehicle involved in the collision were transported to the hospital. At this time, all injuries are believed to be serious but not life-threatening.

The circumstances surrounding the collision remain under investigation by the N.C. Highway Patrol. Additional information may be released at a later time as it becomes available.

The Rowan County Sheriff’s Office is grateful for the quick actions of the responding deputy and the assistance provided by emergency personnel on scene.
