Hours - Long Standoff Concludes Without Injury; Veteran Receives Help

ROWAN COUNTY, NC (December 31, 2025) – On December 30, 2025, at approximately 7:30 pm, deputies with the Rowan County Sheriff’s Office responded to a residence on Linker Road in reference to a welfare check.

Information gathered at the scene led deputies to believe that a male subject was inside the basement of the residence possibly experiencing some type of mental health crisis. Deputies entered the residence and
attempted to make contact with the individual from the basement stairs.

Deputies could partially see the male subject and that he was wearing what appeared to be a military uniform. When the deputies announced their presence, and asked him if he had any weapons, the male subject stated yes to having weapons and stated that he was in the Army. Further comments by the individual led them to
believe that he was armed with a rifle and would use it on them if they proceeded down the stairs.

Deputies backed out of the residence and responded to the magistrate’s office with the reporting party to obtain an involuntary commitment order. Once the commitment order was received, deputies met with the Special Response Team (SRT) and responded back to the residence. Once they arrived back at the residence, they attempted to make contact with the individual to get him to come out of the basement, but they were unsuccessful.

Due to the specific layout of the yard and residence, certain equipment typically utilized by the Special Response Team, such as the robot and drone, could not be deployed. Members of the Special Response Team and Crisis Negotiators were able to make contact with the subject through a window outside the basement and could see an AR15 style rifle laying on the bed near the subject.

Numerous attempts by SRT members and negotiators were unsuccessful and even resulted in several incidences where the subject would point the rifle in the direction of the deputies, who were utilizing a ballistic shield for
cover. The use of tear gas was ruled out, due to the subject having a gas mask, which would render the gas to be ineffective.

At some point, negotiators were able to talk him into putting the rifle down, which he picked up again and pointed it at the deputies. He was ordered again to put the weapon down and eventually complied by putting the rifle down a second time.

Deputies were able to gain access through an unsecured sliding glass door, where they deployed pepper spray.

Once they entered the basement, a taser was deployed but appeared to have little effect on the subject. After a brief struggle with the subject, they were able to take him into custody without further incident.

Further investigation revealed that the rifle was not loaded. A search of the basement was conducted and one other firearm, a loaded G***k handgun, was located in a closet.

Deputies were able to determine that the individual is a veteran of the Unites States Army and may have been suffering from PTSD or some other mental illness. He was safely transported to Novant Health Rowan Medical
Center for evaluation and treatment.

Sheriff Travis Allen stated:
“We are grateful that no individuals were injured during this incident and that a veteran of the United States ndividuals were injured during this incident and that a veteran of the United States
Army was able to receive the assistance he needed and deserves. This incident underscores the difficult and complex decisions our deputies are occasionally required to make and reflects their professionalism, training dedication and unwavering commitment to public safety.”

Rowan-Salisbury School System Announces New Salisbury High School Principal

The Rowan-Salisbury School System (RSS) is pleased to announce that Ms. Franchesca Gantt has been named the next principal of Salisbury High School (SHS). Gantt was approved by the Rowan-Salisbury Board of Education at a Special Called Meeting on Friday, December 19, 2025.

A veteran North Carolina educator and experienced principal, Gantt brings a record of raising student achievement, strengthening school culture, and building meaningful community partnerships to Salisbury High.

Gantt currently serves as principal of Konnoak Middle School in Winston-Salem/Forsyth County Schools, a role she has held since 2022. Under her leadership, Konnoak achieved its highest student achievement outcomes in more than 12 years and became the only middle school in the district with all “green” performance data after previously being the lowest-performing middle school.

“My vision [for Salisbury High School] is to serve as a relentless advocate and organizer for our scholars and our school community. I see myself as a connector, bringing together students, staff, families, and community partners around a shared vision for success,” Gantt said.

Prior to her work in Winston-Salem/Forsyth County, she served as principal in both Caswell County Schools and Camden County Schools. Gantt holds an Education Specialist (Ed.S.) degree in Educational Leadership and a Master of Education in Educational Leadership, both from Gardner-Webb University. She earned a Bachelor of Science degree in Textile Science from the University of North Carolina at Greensboro in 2001.

Gantt recognizes Salisbury High as “a place rich in tradition and pride, while also standing at an exciting crossroads of innovation and opportunity. I am deeply committed to honoring and protecting the school’s history while also leading it forward in ways that allow scholars to envision their future selves.”

Seeking to prepare students for future college and career options, Gantt plans to honor student voice and interests, providing access to innovative learning opportunities that allow students to explore future possibilities during high school.

“Salisbury High School is already thriving, and I see my role as an opportunity to lead that investment, to pour into the school and community, and to ensure that Salisbury High School continues to be a place of excellence, opportunity, and possibility for all.”

Leadership, for Gantt, is “a collaborative effort, one that requires listening, learning, and working collectively to chart meaningful pathways for every scholar.” She is “equally committed to supporting and empowering staff as we work together to grow scholars academically, socially, and emotionally.”
RSS superintendent Dr. Kelly W. Withers is confident in Gantt’s ability to continue positive growth for the students and staff at Salisbury High.

“Ms. Gantt is a proven instructional leader who knows how to improve outcomes for students while building a positive, inclusive school culture,” said Superintendent Dr. Kelly W. Withers. “Her track record of raising achievement, providing innovative opportunities, creating authentic learning experiences, and fostering a strong sense of belonging for every scholar aligns with our vision for Salisbury High School’s future, and we are excited to welcome her to RSS.”

Gantt expressed her enthusiasm for starting her principalship at SHS.
“I am truly honored and excited to step into this role. I am eager to learn from the incredible Salisbury High School community and to work collectively to chart a path toward continued success. This opportunity brings me immense joy, and I am ready to lead, serve, and grow alongside this outstanding school and community.”

Rowan deputy injured in crash

ROWAN COUNTY, NC (December 19, 2025) – On Thursday, December 18, 2025, at approximately 10:42 pm, deputies with the Rowan County Sheriff's Office were responding emergency traffic to assist the China Grove Police Department with an armed suspect that had fled on foot.

Two of the deputies were traveling on South Main Street near Corriher Gravel Road when one of the deputies appeared to hydroplane on the wet street and lost control of his vehicle. The vehicle rolled over, struck a utility pole and landed in a ditch.

At some point, the deputy was ejected from the vehicle, but we are happy to report that he was able to stand up and walk on his own, and did not appear to have any serious, or life-threatening injuries. He was transported by EMS to a local hospital for observation and treatment. There were no other vehicles involved.

Rowan County Man Charged with Felony Child Abuse

ROWAN COUNTY, NC (December 18, 2025) - On Wednesday, December 17, 2025, the Rowan County Sheriff’s Office received a report from Rowan County Department of Social Services stating a two-month-old baby was in the hospital with injuries consistent with abuse.

The incident was said to have occurred on December 14, 2025, when EMS was dispatched to 182 Pineview Circle in Salisbury.

The child’s mother’s boyfriend, 37-yr-old Kevin Eugene Morrison Jr, called 911 and told telecommunicators that the infant was unresponsive. EMS transported the child to Novant Health Rowan where it was then transferred to Levine Children’s Hospital in Charlotte.

Hospital staff discovered injuries including bleeding on the brain and bone fractures. Morrison’s explanation that the child had rolled off a couch in the home did not explain the injuries which prompted the investigation.

During the investigation, detectives with the sheriff’s office and social workers with DSS eventually obtained a confession from Morrison that the injuries were caused by him on December 14th when he was frustrated that the infant was excessively crying.

He was taken into custody and placed in the Rowan County Jail, charged with Felony Child Abuse Inflicting Serious Bodily Injury. Morrison did not receive a bond due to the pre-trial integrity act.
