SFPD Arrests Burglary Suspect Involved in Three Separate Burglaries

On October 18, 2024, at approximately 12:05 a.m., San Francisco Police Officers from Mission Station responded to the 600 block of Van Ness Ave regarding a burglary of a business.

Officers arrived on scene and observed obvious signs of forced entry to the business. Officers conducted a walkthrough of the building with the assistance of the K-9 unit. The initial search of
the premises revealed no potential suspects. Officers were advised by the owner of the business that an unknown suspect burglarized the premises and stole property from the building.

Through the course of the investigation, a patrol sergeant located a potential suspect with the description provided near the area of 18th and South Van Ness Ave. The suspect attempted to
flee and was taken into custody without incident by officers.

Officers developed probable cause to arrest 35-year-old male Joshua Davis.

Davis was booked into San Francisco County Jail for the following charges: burglary in the second degree (459 2nd PC), felony vandalism (594 (b)(1) PC), possession of burglary tools (466
PC), receiving stolen property (496(a) PC), theft or misappropriation of lost property (485 PC), resisting arrest (148(a)(1) PC), and three outstanding warrants out of San Francisco and Sacramento, CA.

A review of recent burglaries has led investigators to investigate connections to past incidents based on similarities in the suspect description, victim similarities, and modus operandi (M.O.).
Investigators identified and determined Davis's involvement in two additional burglaries of businesses that occurred on March 3, 2024, and August 3, 2024, in the Ingleside and Central
Districts. Davis was charged for these two additional burglaries.

SFPD Officers Consistent Vigilance Led to the Arrest of an Armed Suspect

On Monday, October 7th, 2024, at approximately 7:31 a.m., San Francisco Police Officers were patrolling the area of Mission and Julia Streets when they observed a suspect committing vehicle code violations while on a bicycle.

Officers maintained a visual of the suspect and attempted to affect a traffic stop. Officers gave commands to the suspect to stop and dismount the bicycle which the suspect ignored and fled from police. Officers eventually were able to detain the suspect, who failed to comply to officers’ demands and resisted arrest.

During the investigation, officers later located a loaded firearm in the suspect's possession which was seized. It was determined that the firearm was stolen.

The suspect was transported to a local hospital where he was medically evaluated.

Officers developed probable cause to arrest 29-year-old Guillermo Ybarra from Belmont, CA.

Ybarra was booked into San Francisco County Jail for the following charges: to carry a concealed firearm- 25400 (a)(1) PC, carries a concealed firearm on person- 25400(a)(2) PC, two counts of carrying a loaded firearm- 25850(a) PC, having a controlled substance while armed- 11370.1 HS, felon in possession of ammunition- 30305(a)(1) PC, possession of drug paraphernalia- 11364(a) HS, resisting arrest- 148(a)(1) PC, running a stop sign- 22450(a) CVC, possession of sedatives without prescription- 11375(b)(2) HS, a vehicle shall only be driven only in direction designated- 21657 CVC, unsafe lane changes- 22107, and five active and outstanding warrants out of San Mateo County.

SFPD Arrests Mission District Homicide Suspect

On July 24, 2024, at approximately 5:41 p.m., San Francisco Police officers from Mission Station responded to 16th and Mission streets regarding a shooting. Officers arrived on scene and located an adult male victim suffering from apparent gunshot wounds. Officers rendered aid and medics arrived on scene and transported the victim to the hospital for life-threatening injuries. Despite the lifesaving efforts of the emergency responders and medical staff, the victim succumbed to his injuries and was declared deceased in the hospital.

The SFPD Homicide Detail is leading this investigation. Investigators developed probable cause to obtain arrest and search warrants regarding the murder.

On October 13, 2024, the SFPD Community Violence Reduction Team located and arrested a 37-year-old male, Luis Rebolledo, on the 600 block of Shaddick Dr. in Antioch, California.

Rebolledo was transported to San Francisco County Jail and was booked for his arrest warrant for the homicide (187(a) PC).

On October 15, 2024, the SFPD Community Violence Reduction Team located and arrested a 30-year-old female, Giovanna Ramirez-Hernandez, in San Francisco. She was booked for attempted extortion and other charges related to the case.

SFPD Arrests Suspect in Assaults on Senior Citizens

San Francisco police arrested a suspect involved in two separate violent attacks on senior citizens, including a 90-year-old man and a disabled man, Chief Bill Scott announced Wednesday.

“These callous attacks on our most vulnerable community members are unconscionable,” Chief Scott said. “Thankfully our officers were able to identify the suspect and make a swift arrest. These kinds of attacks will never be tolerated in San Francisco, and we will do everything within our power to bring the victims justice in these cases.”

On October 15 at approximately 10:19 a.m. the suspect charged and attacked a 90-year-old man on a Muni bus in the areas of Bryant and 3rd streets. The suspect struck the victim multiple times in the head and kicked the victim after he fell to the ground.

The suspect fled the scene before police and paramedics arrived and treated the victim. The victim was taken to a nearby hospital where he is being treated for life-threatening injuries.

Officers collected evidence at the scene, including video surveillance.

In a second incident, at approximately 12:30 p.m., several witnesses reported a suspect shoved a 68-year-old man, who uses a walker, to the ground at Cyril Magnin and Eddy Street at Hallidae Plaza. The victim struck his head on the ground and was transported to the hospital with non-life-threatening injuries.

Officers in the area were flagged down about the attack and spotted a man matching the suspect’s description in UN Plaza. Officers engaged in a foot pursuit and with assistance from patrol units in the area, officers arrested 27-year-old Jahad Antoine.

Antoine was booked in San Francisco County jail for resisting or delaying arrest (148(a)(1) PC), elder abuse (368(b)(1) PC), assault likely to produce great bodily injury (245(a)(4) PC) and numerous warrant violations.

Officers determined Antoine was also the suspect in the earlier assault on Muni and booked him on additional charges of assault with a deadly weapon likely to produce great bodily injury (245.2 PC), battery against an operator, driver or passenger on a bus (243.3), elder abuse (368(b)(1)PC), inflicting great bodily injury on a person who is 70 years of age or older (12022.7(c) PC).

SFPD Arrests 10 Suspects in Organized Retail Crime Operations in the Taraval District

To help reduce retail thefts and to hold people who commit these crimes accountable, San Francisco Police officers assigned to Taraval Station pre-planned shoplifting and retail theft abatement enforcement operations to address Organized Retail Crimes (ORC). These operations involved coordinated efforts of uniformed and plainclothes officers who wait to arrest criminals who shoplift from retail businesses. Retail businesses located on the 3200 block of 20th Avenue and the 200 block of Winston Drive were chosen for operations due to the high number of shoplifting incidents the businesses were experiencing.

Between the dates of October 8 and October 13, 2024, the operations resulted in the arrest of 10 suspects for Organized Retail Crime and petty theft. 7 adult suspects were cited and released at the scene. 3 adult suspects were booked at San Francisco County Jail for outstanding warrants in addition to the on-view theft charges. The stolen property taken by the suspects was seized by officers during the operations and returned to the stores. Officers are conducting similar ORC operations throughout the city and making a number of arrests in other retail business locations.

As part of a $15.3 Million grant awarded in 2023 by the State of California for Organized Retail Theft Prevention SFPD is committed to addressing the issue that has greatly affected our community. Our officers have made dozens of ORC arrests in recent months and will continue to conduct these operations throughout San Francisco to reduce thefts at local businesses.

SCAM ALERT

We are aware of recent reports of scammers contacting residents claiming they have outstanding warrants or have committed crimes and must pay a fine. These scammers use tools to display an SFPD number on your caller ID. This is a SCAM, we DO NOT make cold calls or ask for money.

We urge everyone to be suspicious of strangers calling for money to pay outstanding warrants, pay fines, or ask for private information as this is not the correct procedure. Anyone who receives such a call should hang up. Do not engage the caller in conversation and never give out personal information.

SFPD Narcotics Investigation Leads to 3 Arrests and Seizure of Over 500 Grams of Fentanyl

During the past three months, San Francisco Police Department Narcotics investigators led an investigation into persons who were suspected of trafficking large quantities of narcotics in the Tenderloin District of San Francisco.

During the investigation, SFPD investigators developed probable cause to obtain search warrants. On Tuesday, February 27, 2024, at approximately 10:25 p.m. members of the SFPD Narcotics Unit and members of the California Army National Guard surveilled the three suspects, who were traveling in their vehicle, to the 900 block of Laguna Street. Officers conducted a traffic stop, detained the suspects, and served the search warrant.

During the search, an SFPD officer with the assistance of his K-9 partner located and seized over 500 grams of suspected fentanyl. Officers also located and seized US Currency. Officers developed probable cause to arrest the three suspects who are identified as Luis Velasquez 34-year-old male, Marvin Licona, 33-year-old male, Patricia Cruz-Ramirez, 21-year-old female.

Additionally, officers from the SFPD Narcotics Unit, Tenderloin Station Plainclothes Unit, and the Army National Guard responded to the suspects’ home in Oakland, CA, and served a search warrant at this location. During the search officers located and seized additional US Currency, as well as additional evidence of narcotics trafficking.

Velasquez, Cruz-Ramirez, and Licona were booked into San Francisco County Jail for felony charges related to narcotics trafficking and conspiracy. Officers seized over 500 grams of suspected fentanyl and over $70,000 in US Currency.

The SFPD would like to thank the California Army National Guard and the San Francisco Sherriff’s Office for their assistance in this investigation and to highlight the coordination and teamwork that is necessary in these types of investigations.
