A small Central Valley farming town of 15,000 people just became home to another large-scale immigration detention facility — and residents may not have had a chance to say a word about it.

ICE has activated the Central Valley Annex in McFarland, a new 700-bed immigration detention facility operated by the for-profit prison company GEO Group. Advocates say detainees began arriving last week. The facility sits adjacent to GEO's existing Golden State Annex in Kern County, creating a growing cluster of detention infrastructure in one of California's most economically vulnerable agricultural regions. California state law requires a 180-day notice period and public hearings before a facility can be repurposed for immigration detention — but advocates say that process never happened here. The city clerk and city manager of McFarland did not respond to press inquiries.

The opening brings California's total active ICE detention centers to eight, up from six at the start of 2025.
