Final Vote Tuesday: Supervisor Anderson Seeks to End Secret County Subcommittees
Proposal Would Require Public Notice, Agendas, Recordings, and Transparency for Board Ad-Hoc Subcommittees
(SAN DIEGO — June 5th, 2026) Supervisor Joel Anderson's proposal seeking to end secret County subcommittees will receive a final vote on Tuesday, June 9th at the Board of Supervisors meeting.
On Tuesday, June 9, 2026, the San Diego County Board of Supervisors will consider a final vote on Supervisor Joel Anderson’s proposal to establish transparency and accountability standards for Board-created Ad-Hoc subcommittees - ending the practice of conducting important public business behind closed doors.
Recently, Ad-Hoc subcommittees of the Board of Supervisors have been used to discuss and shape major policy initiatives ranging from fiscal planning and behavioral health to environmental issues. Yet unlike regular Board meetings, these subcommittees have operated without consistent requirements for public notice, agenda posting, recordings, meeting documentation, or public access.
Supervisor Anderson’s proposed Board Policy A-75 would bring these meetings into the sunlight by requiring public meeting notices, advance agendas, recordings, minutes, and public access to meeting materials through a centralized County website. The proposal would also establish clear operational standards and accountability measures for all Board-created ad hoc subcommittees.
"Good government happens in the sunshine," said Supervisor Anderson. "San Diego County residents should not have to wonder where major policy decisions are being shaped. If these subcommittees are helping develop policies that impact millions of taxpayer dollars and the daily lives of our residents, the public deserves the opportunity to see that process, follow it, and participate in it."
The proposal follows months of public discussion regarding Board subcommittees that have met without publicly posted agendas, minutes, or recordings, despite influencing significant policy discussions.
The Board previously directed staff to develop options for improving transparency and accountability in subcommittee operations. Anderson's proposal now comes before the Board for final consideration and adoption.
