म स्पष्ट रूपमा भन्न चाहन्छु—यदि कसैले मेडिकेड ठगी गरेको छ भने उसलाई कानुनी कारबाही गरिनुपर्छ।Biras Adhakari
डेली वायरको हालैको रिपोर्ट र त्यसपछि आएका केही टिप्पणीहरू केवल मेडिकेड ठगीविरुद्धको आलोचना मात्र होइनन्, ती सम्पूर्ण भुटानी-अमेरिकी समुदायको प्रतिष्ठामाथिको आक्रमण पनि हुन्।
म स्पष्ट रूपमा भन्न चाहन्छु—यदि कसैले मेडिकेड ठगी गरेको छ भने उसलाई कानुनी कारबाही गरिनुपर्छ। यदि कुनै कम्पनीले झूटो दाबी पेश गरेको छ भने त्यसलाई बन्द गरिनुपर्छ। यदि करदाताको पैसा दुरुपयोग गरिएको छ भने प्रत्येक डलर फिर्ता गरिनुपर्छ। कुनै पनि इमानदार व्यक्तिले ठगीको पक्ष लिँदैन।
तर म के सहन सक्दिन भने, केही व्यक्तिहरूको कथित गलत कार्यका आधारमा करिब एक लाख भुटानी-अमेरिकी नागरिकको सम्पूर्ण समुदायलाई एउटै दृष्टिले हेर्ने प्रयास।
यो पत्रकारिता होइन। यो जवाफदेहिता पनि होइन। यो सामूहिक दोषारोपण हो।
हाल सामाजिक सञ्जाल र विभिन्न माध्यमहरूमा फैलाइएका केही टिप्पणीहरू—जस्तै भुटानीहरू अरू समुदायभन्दा बढी लोभी छन् भन्ने दाबी, वा हाम्रो सम्पूर्ण समुदाय मेडिकेडमा निर्भर छ भन्ने आरोप—अपमानजनक, आपत्तिजनक र तथ्यहीन छन्। यदि यस्तै टिप्पणी कुनै अन्य जातीय समुदायबारे गरिएको भए राष्ट्रिय स्तरमै विरोध हुने थियो, र त्यो उचित पनि हुन्थ्यो।
हामी अमेरिका कसरी आयौं भनेर भाषण दिनुअघि मानिसहरूले वास्तविक तथ्य बुझ्नुपर्छ।
भुटानी शरणार्थीहरू दक्षिणी सीमाबाट गैरकानुनी रूपमा अमेरिका प्रवेश गरेका थिएनन्। हामीले आप्रवासन प्रणालीलाई छल गरेका थिएनौं। हामीलाई तत्कालीन राष्ट्रपति जर्ज डब्लु. बुशको कार्यकालमा अमेरिकी सरकारले स्वीकृत गरेको शरणार्थी पुनर्वास कार्यक्रममार्फत कानुनी रूपमा अमेरिका ल्याइएको थियो। अमेरिका आउनुअघि हामीले वर्षौंसम्म शरणार्थी शिविरमा जीवन बितायौं र विस्तृत सुरक्षा तथा पृष्ठभूमि जाँच प्रक्रिया पार गर्यौं।
अमेरिका आएपछि हामीले के गर्यौं?
हामीले काम गर्यौं।
हामी अमेरिकी सेनामा भर्ती भयौं।
हामी प्रहरी बन्यौं।
हामी नर्स, डाक्टर, पाइलट, इन्जिनियर, शिक्षक, ट्रक चालक, वकिल, उद्यमी र करदाता बन्यौं।
मेरो आफ्नै दुई भाइले अमेरिकी सेनामा छ वर्ष सेवा गरे र देशको सेवाका क्रममा घाइते पनि भए। हजारौं भुटानी-अमेरिकीहरूले आफ्नो श्रम, कर, व्यवसाय र सेवामार्फत अमेरिकाको विकासमा योगदान दिएका छन्।
तर केही सेवा प्रदायकमाथि लागेको आरोपका कारण आज सम्पूर्ण समुदायको मूल्य र योगदानमाथि प्रश्न उठाइँदैछ।
यो पूर्ण रूपमा अनुचित छ।
यो कथालाई अगाडि बढाउनेहरूले हरेक दिन बिहान उठेर काममा जाने, कर तिर्ने, परिवार पाल्ने र समाजमा सकारात्मक योगदान दिने हजारौं भुटानी-अमेरिकीहरूको कथा बेवास्ता गरिरहेका छन्। उनीहरूले हामीले स्थापना गरेका व्यवसाय, सिर्जना गरेका रोजगारी, गरेको सैनिक सेवा, सार्वजनिक सेवा र करिब दुई दशकदेखि दिएको आर्थिक योगदानलाई नजरअन्दाज गरिरहेका छन्।
किन?
किनकि ती कथाहरू उनीहरूको पूर्वनिर्धारित कथानकसँग मेल खाँदैनन्।
यदि सांसदहरूलाई मेडिकेडको दुरुपयोग भइरहेको लाग्छ भने कानुन सुधार गरून्। यदि नियामक निकायहरूलाई ठगी भएको आशंका छ भने अनुसन्धान गरून्। त्यो उनीहरूको जिम्मेवारी हो। तर केही व्यक्तिको सम्भावित अपराधका आधारमा सम्पूर्ण जातीय समुदायलाई दोष दिनु आलस्यपूर्ण, गैरजिम्मेवार र घृणित कार्य हो।
अझ दुःखद कुरा त हाम्रो आफ्नै समुदायका धेरै नेताहरूको मौनता हो। जब हाम्रो समुदायलाई सार्वजनिक रूपमा बदनाम गरिँदैछ, तब समुदायको प्रतिनिधित्व गर्ने दाबी गर्ने आवाजहरू कहाँ छन्? उद्घाटन समारोह, सांस्कृतिक कार्यक्रम वा सार्वजनिक कार्यक्रममा सधैं देखिने निर्वाचित प्रतिनिधि, अभियन्ता, प्रभावशाली व्यक्तित्व र सामुदायिक नेताहरू अहिले कहाँ छन्?
यही बेला नेतृत्वको वास्तविक परीक्षा हुन्छ।
मेरा साथी भुटानी-अमेरिकी व्यवसायीहरूलाई पनि मेरो आग्रह छ—हामीले आफ्नै समुदाय र पूर्वी नेपालमा रहेका बाँकी शरणार्थीहरूलाई सहयोग गर्नुका साथै अमेरिकी मूलधारका परोपकारी संस्थाहरूलाई पनि सहयोग गरौं। मैले जब ए–१ लेन्डिङ टिम स्थापना गरेँ, मेरो पहिलो दान ओहायोको कोलम्बसस्थित एक बेघर आश्रयस्थललाई गरेको थिएँ।
भुटानी-अमेरिकीहरूको कथा संघर्ष, त्याग र सफलताको कथा हो। यो सबै कुरा गुमाएर कानुनी रूपमा अमेरिका आएका, अमेरिकी मूल्य र मान्यतालाई आत्मसात् गरेका, कडा मेहनत गरेर शून्यबाट आफ्नो जीवन निर्माण गरेका मानिसहरूको कथा हो।
हामी विशेष सुविधा मागिरहेका छैनौं।
हामी केवल निष्पक्षता मागिरहेका छौं।
अपराधीलाई जवाफदेही बनाऔं।
ठगी गर्नेहरूलाई कानुनी कारबाही गरौं।
गलत काम गर्नेहरूलाई सजाय दिऔं।
तर केही व्यक्तिको कार्यका कारण सम्पूर्ण समुदायमाथि आक्रमण गर्न बन्द गरौं।
र यदि तपाईं भुटानी-अमेरिकीहरूको कथा भन्न चाहनुहुन्छ भने, पूरा कथा भन्नुहोस्—केवल क्लिक, सनसनीपूर्ण शीर्षक र राजनीतिक आक्रोश पैदा गर्ने अंश मात्र होइन।
The recent Daily Wire report and the comments that followed are not just an attack on Medicaid fraud. They are an attack on the reputation of an entire Bhutanese-American community.
Let me be absolutely clear: if someone committed Medicaid fraud, prosecute them. If a company submitted false claims, shut them down. If taxpayer dollars were stolen, recover every penny. No honest person should defend fraud.
But what I will not tolerate is the deliberate attempt to paint nearly 100,000 Bhutanese Americans with the same brush because of the alleged actions of a few individuals.
That is not journalism. That is not accountability. That is collective blame.
Some of the comments being circulated—including claims that Bhutanese people are somehow "greedier" than other groups or suggestions that our entire community is built around Medicaid—are outrageous, offensive, and completely unsupported by facts. Imagine if those same statements were made about any other ethnic group in America. There would be national outrage, and rightfully so.
Before people lecture us about how we came to this country, they should learn the facts.
Bhutanese refugees did not walk across the southern border. We did not enter illegally. We did not bypass the immigration system. We were brought here legally through a refugee resettlement program approved by the United States government under President George W. Bush. We spent years in refugee camps and underwent extensive screening before ever setting foot on American soil.
And what did we do after arriving?
We went to work.
We joined the military.
We became police officers.
We became nurses, doctors, pilots, engineers, teachers, truck drivers, lawyers, entrepreneurs, and taxpayers.
My own two brothers served six years in the United States Army and were injured while serving this country. Thousands of Bhutanese Americans have contributed to America through their labor, their taxes, their businesses, and their service.
Yet somehow a handful of allegations against certain providers are now being used to question the value of an entire community?
That is absurd.
The people pushing this narrative conveniently ignore the thousands of Bhutanese Americans who wake up every day, go to work, pay taxes, raise families, and contribute positively to this country. They ignore the businesses we have built. They ignore the jobs we have created. They ignore the military service, the public service, and the economic contributions our community has made for nearly two decades.
Why?
Because those stories do not fit the narrative.
If lawmakers believe Medicaid is being abused, then fix the laws. If regulators believe fraud exists, then investigate it. That is literally their job. But blaming an entire ethnic community because some individuals may have broken the law is lazy, irresponsible, and frankly disgusting.
What is most disappointing is the silence from many of our own leaders. When our community is being publicly smeared, where are the voices that claim to represent us? Where are the elected officials, activists, influencers, and community leaders who are always visible when there is a ribbon-cutting ceremony or cultural event?
This is the moment when leadership actually matters.
To our fellow Bhutanese American entrepreneurs, let’s give back to mainstream American charities as well while supporting our own left over refugees communities in Eastern Nepal. When I open A1 Lending Team, first donation I made was to the homeless shelter based in Columbus, OH.
The Bhutanese-American story is one of resilience, sacrifice, and success. It is a story of people who lost everything, came to America legally, embraced American values, worked hard, and built lives from nothing.
We are not asking for special treatment.
We are asking for fairness.
Hold criminals accountable.
Hold fraudsters accountable.
Hold bad actors accountable.
But stop attacking an entire community for the actions of a few.
And if you are going to tell the story of Bhutanese Americans, tell the whole story—not just the part that generates clicks, headlines, and political outrage.
